Systems and Control Unit

The Systems and Control Unit is primarily responsible for the management, operation, maintenance, upgrade and ongoing support and development of the University's corporate finance (FMIS) and other systems. The Unit is also responsible for ensuring general system and non-system related controls are adequate and operational and that all finance users adhere to the controls put in place.

Other responsibilities of the Unit include:

  • Ensuring the data integrity of the Financial Management Information System (FMIS);

  • Developing and providing appropriate training programs and support for FMIS users;

  • Ensuring security of the FMIS through supervision of controls and approved user access;

  • Provide service desk functions to all finance systems users;

  • Provision of FMIS reporting including publishing of monthly reports on the MIRU web site;

  • Journal/IDR processing and authorisations;

  • Creating and disabling account code combinations and segments;

  • Maintenance of manual signing authorities.

Control Functions

There are two major types of control functions - system and non-system.

System controls revolve around general user FMIS access and the ability for different users to create or update records whether they be purchase orders, debtors invoices, invoice payments or journals or IDR's.

Non-system controls include manually reviewing signing authorities, use of valid accounts, valid use of funds transfers between/within funds categories and general review of valid processing of journals and IDR's.
