Professor Allan Carmichael Scholarship in Medicine (Rule 137)

Professor Allan Carmichael was a much admired and respected Dean of the UTAS Faculty of Health Science and Head of the School of Medicine, during the period 1997 until his retirement in 2011.

Born and educated in rural Victoria he completed his medical degree at Monash University and his doctorate at the University of Melbourne. He established a reputation as a paediatrician in Victoria before moving with his family to Tasmania in 1992 to take up appointments as Professor of Paediatrics and Child Health, State Advisor in Child Health Services in the Department of Health and Human Services (DHHS), and Senior Consultant in the Department of Paediatrics at the Royal Hobart Hospital. Over the subsequent two decades he has made outstanding contributions as an academic, clinician, policy maker and academic leader.

As Dean he ensured that the School was placed on a sound academic and administrative basis, developed the new five-year MBBS degree and ensured the Faculty grew substantially and on a sound financial footing. He oversaw the establishment of the University Department of Rural Health and the Rural Clinical School; supported and collaborated in the expansion of the School of Nursing and Midwifery and the creation of health science and paramedic programs. During his tenure the Menzies Research Institute Tasmania developed significantly its national standing.

As Dean, Professor Carmichael not only transformed the Faculty but likewise played an important role in the Tasmanian health system generally, particularly the Partners in Health program between UTAS and the DHHS.

Professor Carmichaelâs quiet and dignified manner, both in the community and towards his colleagues, is a hallmark of the man. His personal qualities, coupled with his outstanding professional abilities and his thoughtfulness and respect for the opinion of others, mark him as a true leader.

In 2007 Professor Carmichael received the Medal of the Order of Australia for service to medicine and as an educator and UTAS has now determined that a scholarship in his name be made available each year to an outstanding Tasmanian student entering the MBBS course. Academic Senate of the University has agreed to establish such a scholarship. These are the Rules.

Rules

1. A scholarship to be called the "Professor Allan Carmichael Scholarship in Medicine" will be provided each year to a Tasmanian student eligible to enter the Bachelor of Medicine Bachelor of Surgery (MBBS) course at the University of Tasmania.

2. The scholarship will be awarded to a student, educated in a secondary school or college in Tasmania, who has the highest Australian Tertiary Admission Rank (ATAR) when entering the MBBS course.

3. The scholarship will be awarded by a selection committee comprising:

  • the Head of the School of Medicine or a nominee; 
  • the Chair of Academic Senate or a nominee.

The scholarship will pay the fees normally charged to a domestic Australian student for the first four years of the MBBS course under similar conditions as apply to a Tasmania University Scholarship (TUS).

The scholarship may not be held concurrently with another scholarship provided by the University of Tasmania unless specifically approved by the selection committee.

Continuation of the scholarship from year to year will be conditional on the student passing all units undertaken in the MBBS course.

Unless stated otherwise, the Rules of the TUS will apply to students holding this scholarship.

The Scholarships Office will report annually to Academic Senate on the recipient of the scholarship.
