Federation Scholarship in Law (Rule 100)

Proposal of foundation of an endowed scholarship in the following terms:
The Faculty of Law collaborated with PNGinLaw and the Law Book Company on a major AusAid project entitled “Access to Law in Papua New Guinea”.  Dr CEP (Val) Haynes was the project leader throughout the three year duration of this project.  The funds generated from this consultancy project were transferred to establish a scholarship fund to be known as the Federation Scholarship.  The Federation scholarships are available to Law students to encourage study abroad.  These scholarships will provide assistance to undergraduate students studying in the Faculty of Law with the costs associated with travel for study in an approved international exchange program.


Rules
  1. The amount of $90,000 provided by the Faculty of Law from the AusAid project, together with matching funds from the University Foundation and interest from time to time, forms the endowment of scholarships, each to be called ‘Federation Scholarship in Law’ or ‘The Val Haynes Federation Scholarship in Law’ as the case may be in accordance with these rules.
    • The amounts referred to in Rule 1 will, for the purposes of these rules, be referred to as ‘the fund’;
    • The income generated by the fund will be used to provide scholarships for undergraduate students in the Faculty of Law who meet the eligibility criteria prescribed in these rules and any other eligibility criteria determined by the Selection Committee from time to time.
  2. Each scholarship will be offered to a student who:
    • is enrolled in a law course at the University of Tasmania and has successfully completed the compulsory units required to progress to undertaking law elective units; and 
    • will be participating in an approved international exchange program: 
      • where the units studied will be credited to their University of Tasmania law degree; and
      • in the case of the scholarship referred to in rule 4 below, at either the University of the West Indies, the University of Papua New Guinea, Oxford University in England or other such university chosen by the Selection Committee having regard to the intention of the endowment.
  3. Up to two scholarships per year may be awarded in the name of ‘The Val Haynes Federation Scholarship in Law’ and the details of these scholarships will be prescribed by the Selection Committee having regard to the intention of the endowment.
  4. The scholarships will be awarded by a Selection Committee comprising: 
    • the Dean of the Faculty of Law or a nominee; and 
    • two members of staff of the Faculty of Law (academic or general).
  5. The Selection Committee may take into account the financial need of applicants in determining the award.
  6. The value of each award will be $1,500, or another sum as determined by the Selection Committee from time to time.
  7. All other matters concerning the scholarship, including but not limited to the frequency and number of awards offered, the value of each award, advertising, application procedures, and criteria for selection and performance will be determined by the Selection Committee from time to time.
  8. The Selection Committee will report to Academic Senate on any awards made.
