Tim Hawkins Memorial Scholarship (Rule 72)

Tim Hawkins was an outstanding young Tasmanian. He was an international oarsman and had completed a building apprenticeship before graduating with
honours in Commerce/Law and being admitted to the bar of the Supreme Court of
Tasmania. His tragic death in Bali in October 2002 was a result of a terrorist act that criminally violated all principles of humanity.

Friends and associates of Mr Hawkins and members of the wider Tasmanian community have determined to endow a scholarship at the University as a fitting memorial to this fine Tasmanian.

The Academic Senate of the University has agreed to the establishment of an endowed scholarship. These are the rules of the scholarship: 

Rules
  1. An amount of $160,000 provided by family and friends of the late Tim Hawkins, state and local governments, the wider Tasmanian community and the University of Tasmania Foundation, together with any income (by way of interest earned) from time to time forms the endowment of a scholarship to be called the ‘Tim Hawkins Memorial Scholarship’.
  2. The Tim Hawkins Memorial Scholarship may be awarded annually to:  
    • a student enrolled in a law course at the University of Tasmania who has completed an elective unit in international law; or  
    • a graduate in law of the University of Tasmania. 
  3. The Scholarship will be awarded for formal study in, or for gaining experience in, international humanitarian law or terrorism studies at a university or other institution approved by the selection committee. 
  4. The Scholarship will be awarded by a selection committee comprising:  
    • the Dean of the Faculty of Law or a nominee;  
    • two members of the teaching staff of the Faculty of Law elected by the teaching staff of the Faculty;  
    • a nominee of the Law Society of Tasmania; and  
    • up to two additional members with international legal experience, who
    • are not full-time members of staff of the University of Tasmania School of Law, appointed by the Dean of the Faculty of Law on advice and recommendation from the Selection Committee.  
  5. The selection committee will set the detailed selection and performance criteria for the scholarship having regard to the intention of the endowment. 
  6. All other matters concerning the scholarship, including the frequency and number of awards offered, the value of each award, advertising, application procedures, and the method and time of payment will be determined by the selection committee. 
  7. The selection committee will report annually to Academic Senate on any offers made.
