Postgraduate Courses in Public Policy



Introduction

The School of Government offers three postgraduate courses in public policy - the Graduate Certificate, the Graduate Diploma and the Master of Public Policy. Each aims to provide a high quality tertiary qualification at the postgraduate level in a professional coursework-plus-optional thesis program. These courses aim to provide students with:

  • a grounding in public policy theory and practice;
  • skills to engage in informed debate about major public policy issues in contemporary society;
  • knowledge of recent developments in the field;
  • a grounding in public policy theory and practice;
  • extensive skills to design, conduct and appraise research critically.

All courses are offered from Hobart on a full fee-paying basis only - the payment of which may be deferred under the Postgraduate Education Loan Scheme (PELS). See Commonwealth Loan Scheme section.

Prerequisites for Entry

Students are normally expected to have a minimum of a bachelor’s degree from the University of Tasmania or from another university or tertiary institution which is deemed equivalent. In exceptional circumstances the Faculty may admit a person with some other tertiary qualification and relevant employment experience.

Length of the Courses

The Master of Public Policy (R7M) is normally a one calendar year (or three semesters) full-time or up to three years (or six semesters) part-time program. Students may enrol for semester 1 or semester 2 entry.

The Graduate Diploma in Public Policy (R6M) is normally a one academic year (or two semesters) full-time or up to two years (or four semesters) part-time program. Students may enrol for semester 1 or semester 2 entry.

The Graduate Certificate in Public Policy (R5M) is normally a one semester full-time or up to two years (or two semesters) part-time program.

Not all units are offered each semester, or even every year, so students should plan their study program accordingly.

Flexibility - Step Up Step Out Provisions

The School of Government has designed its Public Policy Graduate Program with student flexibility and advancement in mind. Students can step up from the Graduate Certificate to enrol in the Graduate Diploma or the Master of Public Policy if their study is progressing well. Or they can step out early after completing only two units and gain the Graduate Certificate or after completing four units to gain the Graduate Diploma. The Graduate Certificate comprises 50% coursework units; the Graduate Diploma comprises 100% coursework units; and the Master of Public Policy comprises 100% coursework units plus the 50% research thesis unit. The Step Up, Step Out provision enables students to make an application at any stage to alter their enrolment from their initial plan. This may involve progressing beyond the graduate programs to the Master of Public Policy or, by exiting early from the Master of Public Policy, downgrading enrolment back to a graduate program. To maximise flexibility, there is provision for recognition of prior learning upon application. Students may also commence in either semester 1 or semester 2, and web based materials may be provided.

Course Design

Students undertaking the Graduate Certificate in Public Policy are required to pass 50% of coursework units including the core unit HSD421 Policy Development. Students may then apply to complete an additional 50% of coursework units and achieve the Graduate Diploma in Public Policy. Students who take the additional coursework units plus the research thesis are eligible to graduate with a Master of Public Policy.

Students undertaking the Graduate Diploma in Public Policy are required to pass 100% of coursework units including the core unit HSD421 Policy Development. Students may then apply to complete the research thesis and achieve the Master of Public Policy. Students who terminate their studies after completing 50% of the coursework units (including the core unit HSD421 Policy Development) are eligible to achieve the Graduate Certificate in Public Policy.

Students undertaking the Master of Public Policy are required to complete 100% of coursework units (including the core unit HSD421 Policy Development) and the 50% research thesis unit. Students who terminate their studies after completing 100% of the coursework units (including the core unit HSD421 Policy Development) are eligible to achieve the Graduate Diploma in Public Policy.

Career Opportunities

The School of Government has designed its Public Policy Graduate Program as a professional development tool for those involved, or interested, in public policy. The program is endorsed by, and has the support of, the Office of the State Service Commissioner. It will increasingly cross list professional development units from across the University of Tasmania. Graduate students will be working, or aspiring to work, in public sector, private sector, community and non-government organisations. The Program has career advancement in mind for managers, senior advisers, executives and researchers. Graduates will enhance their employability and further their career prospects in the competitive but rewarding world of public policy. Research theses will contribute original material to the sparse literature on Tasmanian public policy and its many challenges.
