Dr Ralph Chapman (1927-2002) was a Senior Lecturer with the School of Government at UTAS from 1971 to 1992. He had an enduring interest in the promotion of the study of public policy through teaching and research in both academia and the public service. In order to encourage talented students to pursue postgraduate study in public policy and to honour the memory of Dr Chapman, the School of Government established this Scholarship.

The Jim Bacon Foundation offers three annual scholarships worth $10,000 to UTAS students studying in the areas of fine arts, political science and the care and treatment of cancer.
