Bullet points serve a number of functions on a web page. They:
In general, bullet points should not have more than 12 items per list. Any more than this is probably justification fro dividing the list into smaller lists with their own relevant headings.
Bullet lists should be properly constructed in HTML, using the ul (unordered list) ol (ordered list) tags, rather than separating text with the <br> (break) tag.
