Professor Caleb Gardner is a Fisheries Scientist and Acting Director of Sustainable Marine Research.  His research is mainly on high value invertebrate fisheries such as southern rock lobster and abalone. He has qualifications in both economics and biology, which interact in his research on commercial fisheries. His research on wild fisheries species generally have the objective of ensuring sustainable production and community benefit from Australia's fisheries. This has included the increased use of bioeconomic models in coastal fisheries for setting catches and assessing other regulations.

Biography

Caleb first studied science at Adelaide University and then worked in human pathology in the UK and Sydney.  He then moved to Tasmania to study aquaculture, eventually moving onto wild fisheries research.  In 2010 he completed undergraduate studies and then a masters by research in economics in response to the need to consider economic approaches in harvest strategies.  He has worked in a range of positions at UTAS including as the program leader for fisheries and currently as Director of the 'SMRCA', which is the partnership agreement between the Tasmanian Government and UTAS for research services.

Research Themes

Professor Caleb Gardner's research aligns with the University's research theme of Marine, Antarctic and Maritime. He conducts applied research for management of marine resources.  Most of his research activity is directed to creating benefit to the Tasmanian community from sustainable, well-managed commercial and recreational fisheries.  Caleb has a large research allocation to projects done in collaboration with the State Government.  That research is used for managing coastal fishing in Tasmania including for making decisions such as setting the total allowable catch (quotas), size limits, and seasons.

An important challenge for fisheries is setting catch to maximise benefits, not catch.  Benefits for commercial fisheries are profit and benefits for recreational fisheries is enjoyment.  For both sectors, catch needs to be set at a level that balances the cost of fishing (high abundance means low cost per fish), the size of the catch, and stability from year to year.   Good fisheries management relies on research that spans both biological and economic issues. Projects that Caleb works on take a broader view of fisheries management including ecological interactions, greenhouse gas emissions, and habitat effects.Fisheries management systems not only affect the scale of the benefit – but who the beneficiaries are.  Prof Gardner has run several projects looking at how the public owners of fisheries resources are affected by different management systems.

The Sustainable Marine Research Collaboration Agreement (SMRCA) defines the partnership between the University of Tasmania and the Tasmanian State Government in provision of research services to enable management of marine industries.

This company provides support to Australian southern rock lobster commercial fisheries, dealing with issues such as trade access into Asian markets and vessel safety. It also runs a business certification program (winner of a Golden Banksia environmental award).

Description
This project is to provide biomass estimates and the derived TAC recommendations to DPIPWE for the Shellfish fishery. In 2017, there are two stocks to be assessed: one survey will be undertaken for Venerupis clams in the Georges Bay North Zone and one survey one survey will be undertaken for Katelysia clams at Ansons Bay.

This work is commissioned by the state government (PIRSA), They estimate the value of production of these commodities. Production of reports is currently contracted to a private company (EconSearch) who complete the surveys and reports. This consultancy is to review those reports and is included within the contract payment from PIRSA to EconSearch. Our client is thus Econsearch. Fisheries management decision making involves a complex mix of biological, economic and social considerations. Formal harvest strategies have been developed for many fisheries across Australian fisheries management jurisdictions over the past decade, as a way of establishing a formal and structured framework to make management decisions, to achieve biological stock sustainability. When these harvest strategies (or other fishery management decision making processes) have incorporated the use of economic information, ithas traditionally been based on the use of complex and expensive bio-economic models to pursue maximum economic yield (MEY) management targets.

Dynamics of growth in translocated lobsters (2015)$28,307
Description
This project extends the outputs from two previous CRC projects on translocation of rock lobsters, alarge scale experimental project (Improving yield and profitability of southern rock lobster by spatialmanagement, CRC2006/220) and an extension project (Commercialising translocation of southernrock lobster CRC 2011/744).The previous projects showed that translocation can be used to address several problems that affectthe Tasmanian lobster fishery. Some areas of the fishery are growth overfished, meaning that largerharvests would be sustainable if lobsters were able to grow a little more before being caught. At theother extreme, large areas in deep water off the remote west coast are avoided by fishers because theanimals are pale and fetch a lower price. These areas are however good areas for juvenile lobsters tosettle from the plankton and grow as juveniles. Density of lobsters in these areas is extraordinarilyhigh, with an average catch of over 30 per pot. Although lobsters are numerous, they dont contributeto the harvest because their growth is stunted by competition for food. Translocations simply involvesmoving lobsters from places where they were abundant to places where they were depleted. Althoughconceptually simple, there were naturally a lot of issues and concerns that required research.Translocations have now progressed to commercial scale operations. The project proposed herecompletes analysis of some of the research data collected through the course of the earlier work. Inparticular it involves analysis of growth information that has continued to be collected since theprevious projects finished. This new data comes from tag return data that continues to trickle in asfishers capture and report tagged translocated lobsters.

Towards consistent standards for Australian fisheries management (2015 - 2016)$410,115
Description
This proposal was developed at the request of the Australian Fisheries Management Authority, in a call for an expression of interest on the topic. The idea of a standard for fishery management has been under discussion in AFMA for some time and is consistent with broader directions in government and expectations in the community. In developing the EOI, further consultation was held with several state jurisdictions, with interest shown by both South Australia and Tasmania in pursuing such an approach. General indications of support were obtained from the federal Department of the Environment and the Department of Agriculture. The project was discussed at the Australian Fisheries Managers Forum in November 2014 and broadly supported. Discussions with other interested parties included with the Commonwealth Fisheries Association and the Seafood CRC. This project follows on logically from a current Seafood CRC project investigating responsible fisheries management certification due for completion prior to the commencement of this project.

Measuring condition of lobsters to improve management of harvesting around periods of high transport mortality (2015)$67,704
Description
This project examines the physiological basis for differences in condition and transport survival indeep water lobsters. It makes use of novel techniques developed in the last 18 months for measuringvitality of lobsters for aquaculture purposes and extends this to a wild harvest need, which is mortalityand thus loss of product at some times of the year. Research supported by the CRC on translocationof lobsters has shown that body condition is affected by habitat (shelter, seawater temperature) anddiet, which in turn affects the ability of lobsters to withstand the stress of transport (Chandrapavan etal. 2011). That research has shown that translocation is one option for improving lobster survival intransport, however the problem remains for the majority of the catch which from non-translocatedstocks.This project examines the haemolymph biochemistry across vulnerable areas at the main period ofconcern for the fishery - the November opening in Tasmania. Poor quality lobsters with low survivalare encountered at this time but not in all areas and not at consistent times. The impact on theindustry is far reaching because poor survival of lobsters in transport or later in tanks of retailersaffects not only those affected shipments but also the market reputation for other product. The recruitment of juveniles is fundamental to the continual replenishment of fishery stocks removed by natural processes and fishing. This project will draw on recent developments in genetic and oceanographic tools to determine the scale of the stockrecruitment relationship in the valuable but declining southern rock lobster fisheries. The aim is to identify strategies for rebuilding and managing stocks that have naturally fluctuating recruitment, and to establish optimal locations to target rebuilding.
