A number international instruments address aspects of marine environmental protection in the Southern Ocean and have actual or potential overlap with the Antarctic Treaty System. In addition to the Law of the Sea Convention, these instruments include the Convention on Biological Diversity, the Convention on Migratory Species of Wild Animals, the Convention on Trade in Endangered Species of Wild Fauna and Flora (CITES) and aspects of the World Heritage Convention. This project examines the relationship between these instruments; the potential and real consequences of ‘overlapping regimes’ including ‘forum shopping’; and the resolution of gaps and overlaps in environmental protection regimes in the Southern Ocean.
