| Meeting 4, 18 July 2008
The University Council met in the Council room in Hobart on Friday 18 July 2008. Agenda items included-
Research and Research Training Management Plan 2008 – 2010Council approved the Research and Research Training Management Plan 2008 – 2010. HECS FeesCouncil approved the maximum 25% increase in the base HECS fee for all UTAS Commonwealth-supported places, where allowed by Commonwealth guidelines, noting that the 3 to 5 year fiscal plan, which could provide context to this decision, was not yet complete. Council also endorsed the principle of increasing the allocation of funds towards scholarships and improving the student experience, especially (given the UTAS mission) targeting Tasmanian students from low Socio-Economic Status backgrounds. Academic Senate meeting – 13 June 2008Professor Williamson, Chair of Academic Senate, reported that major items discussed at Academic Senate (other than those forwarded separately to Council) were – Council received and discussed the paper on the impact of the funding model on academic activities that was considered at the Academic Senate meeting of 13 June 2008 and noted that, as foreshadowed in the presentation from the Deputy Vice-Chancellor (Academic) & Provost, the UTAS budget process would be looked at to take into account the concerns expressed in the paper – but that the budget process must reflect the environment in which UTAS finds itself. Council also received the draft Minutes of the meeting of Academic Senate held on 13 June 2008. Review of Student Complaints SystemCouncil received the Report of the Review of the Student Complaints System and the response to it. Council also approved the Review of Student Complaints System Implementation Plan. Complaints Commissioners’ 2007 Annual ReportCouncil received the 2007 Annual Report of the University Complaints Commissioners and the Management Response to it. State of the UnionCouncil received a report on the State of the Union from Mr Rob Meredith, President of the new Statewide Tasmania University Union (TUU). Revised Academic Promotions PolicyCouncil approved the revised academic promotions policy. Minor editorial changes have been made in order to render the policy consistent with other supporting documents such as the Academic Promotions Procedures, Advice for Applicants and Heads, checklists and templates etc. State Government BudgetThe University welcomed several announcements in the recent State Government budget, including the creation of the Office of the Chief Scientist, and provision for a State Architect. UTAS has provided the Department of Premier and Cabinet with a suggested model for the Chief Scientist position that includes a conjoint appointment with the University. Report from Pro Vice-Chancellor (Teaching and Learning)UTAS to have a key role in a multi-university project “Enabling and developing leadership in multi-campus universities through the development of communities of practice”. The Australian Learning and Teaching Council (previously named the Carrick Institute for Learning and Teaching in Higher Education) has approved $218,914 in funding for the project “Enabling and developing leadership in multi-campus universities through the development of communities of practice”. This project will bring together 4 core universities and up to 22 participating institutions. The University of Tasmania has a key role in this project undertaking to provide support, guidance and supervision of the project officer, under the general guidance of the project team, as well as providing financial management and monitoring the progress of the project. This project builds upon the work on multi-campus teaching already carried out by the Carrick Institute, the University of Tasmania and the other universities named in the proposal. While this work has begun to identify effective practices, knowledge and resources that can be developed and shared, it has clearly identified a major gap that needs to be addressed to facilitate systemic improvement in cross-campus teaching. The project addresses this need and does so in an inclusive way that enables all institutions who participated at the Cross-Campus Teaching Forum to contribute. The project is due to start in the second half of 2008 and will continue until late 2010. News from the Faculty of BusinessSignificant AchievementsCouncil received a Vice-Chancellor’s report on significant achievements by UTAS, its staff and students. Honorary AppointmentsIn accordance with the Honorary, Visiting, Clinical and Adjunct Appointments Policy, Professor Carey Denholm has been appointed as an Adjunct Professor in the Conservatorium of Music for the period 1 March 2008 to 28 February 2011. Graduation in Absentia and Conferring of AwardsEmma Lee Forward (Master of Psychology (Clinical Psychology)) graduated in absentia at the meeting.
