Why natural and environmental resources are so valuable to our economy

Hidden values.

Economists typically focus on aspects of our society that we attribute clear financial values to, but environmental and natural resources have hidden values that are also economically significant.

What kind of value do we ascribe to green spaces around our homes, and the public parks in the communities that we live in, for example?

These ‘non-market values’ are of particular interest to Professor Darla Hatton MacDonald, an expert on the economics of resources and the environment at the Tasmanian School of Business and Economics.

“The bulk of my research focuses on an individual’s willingness to pay for the environment, and is framed in various ways. I design surveys to elicit a willingness to pay for novel products or public initiatives relating to the environment,” Professor Hatton MacDonald explains.

“Benefit-cost analysis generally focuses on financial costs and benefits, and it can be difficult to trace the value of environmental quality improvement through market transactions.”

Information that comes from this kind of work can be invaluable for setting policy and decision-making.

Professor Hatton MacDonald has sought public perceptions on the value of the Murray-Darling Basin wetlands and Australia’s reef and marine ecosystems, finding that Australians are prepared to accept surprisingly significant chunks of their tax expenditure going towards protecting these vital assets.

Professor Hatton MacDonald’s goal is to use her expertise in economics to help assign values to these ecosystems, which can be useful in national debates, while also contributing to informed and effective decision-making on conservation issues.

One recent topic of interest is the Murray-Darling Basin Plan, and whether government spending on irrigation efficiency projects aligns with public expectations for conservation outcomes.

Other projects have looked at the restoration of water flows for the cultural uses of traditional owners in the Murray-Darling Basin, and to what extent people would be prepared to share the renewable energy they store in their own homes after batteries are rolled out to households across South Australia.

“As we move towards more renewable energy, we need to think about the reliability of the system,” says Professor Hatton MacDonald.

“I think it’s interesting to look at ways of sharing energy to improve the overall stability of the system. We need to think about the consumer and what is acceptable to the household in terms of putting energy back into the grid, as well as the technical aspects of managing a system.”

Looking towards the future, she says her research may focus more on Tasmania, looking at the value for people of better soil stewardship.

Food production depends on good soil, and in the long-term, sustainably managing the land will become increasingly important, Professor Hatton MacDonald notes, but “are consumers willing to pay for better land management practices?”

Only time will tell.

Research that makes a difference

Darla Hatton MacDonald is a Professor with the Tasmanian School of Business and Economics. Her research focuses on the application of economic principles in support of environmental objectives given society's preferences. Her major research projects have involved evaluating and developing market-based instruments (water trading, salinity credits, voluntary markets for carbon) and undertaking non-market valuation in water, biodiversity and climate change scenarios. She has provided timely peer-reviewed research to State and Commonwealth agencies in Australia providing support for public policy and decision-making. Over the last twenty years, she has written over 100 journal articles, book chapters, conference papers and technical reports.

Biography

Before joining the University of Tasmania, Darla was an Environmental Economist with CSIRO Land and Water from 2000 to 2015.  She was the Director of the Policy and Economic Research Unit, from 2005 to 2009 and returned to full-time research in 2010.

Current projects

Darla is currently working on ARC Linkage – LP130100498 Ecosystem Services in Richmond River Catchment, NSW. The purpose of this project is to combine biophysical understanding of aquatic and riparian systems with socioeconomic values associated with land and water management. As part of this project, there are three economic components: 1) to scope the potential for a sediment trading system; 2) to establish the value of restoring the Tuckean Swamp and; to develop a choice experiment to explore at the acceptability by landholders of different program options to reduce sediment transport. The expected outcome of the project will be more effective implementation of sustainable Integrated Water Resources Management practices in multifunctional rivers.

Targeting behavioural change in fisheries and aquaculture (2023)$99,359
Description
Previous FRDC research on specific issues (e.g. animal welfare best practice, safety at sea) have identified a range of factorsthat inhibit and/or enabling cultural and behavioural change and adoption of best practice. These include structural factors (i.e. regulation), economicfactors (i.e. costs, incentives) and psychological factors (i.e. how the change is framed). There is a need to build on this research to identifyopportunities where behavioural insights - using psychological factors such as cognitive biases, social norms, and emotions - can be used to "steer"behaviour change towards preferred outcomes. For this research we:1. Review previous fisheries and aquaculture R&D which has identified psychological factors influencing behavioural change to identifyopportunities for behavioural interventions to achieve positive outcomes2. Using the information in (1), prepare and deliver two training webinars accompanied with supporting materials on when, how and whichbehavioural interventions are effective, the methods which could be used, and the resources required. This will be made available on theFRDC website3. Make recommendations for further focused trials/intervention research which could be undertaken to support and expedite desiredoutcomes for the fisheries and aquaculture sector as a whole and which has been identified in the current FRDC RD&E plan.

Benefit Case for a Hydrogen Industry in Tasmania: Origin Energy (2022)$64,382
Description
We will prepare a report which outlines the benefits associated with the Bell Bay Green Ammonia plant for the State, commencing with the project award, and map out the benefits of a hydrogen economy to 2030.We will outline all necessary assumptions and outline where we see gaps in the grey and published literature as pertains to this project.While this is primarily a desktop review, we seek agreement to interview staff in University of Tasmania (others?) on potential impacts which require specialist knowledge. We will prepare a set of questions which we will pass by Origin and then the Social Science Ethics Committee. This process will ensure that UTAS project staff do not inadvertently disclose information which is commercial in confidence.

Determining the Potential of Certification, Verification and Related Concepts for Rewarding Soil Stewardship (2022 - 2023)$41,488
Description
This project will investigate the veracity of using certification, verification or related schemes for supporting the development of markets for rewarding good soil stewardship practices. The project involves review of literature and existing certification schemes, interviews with stakeholders about desired design features, and a participatory approach involving a series of design thinking workshops to develop a potential certification or verification solution. The solution will be further refined through the use of consumer and farmer focus groups and surveys, prior to facilitating the proposed solution through extension activities and other communications. The project builds on high levels of interest generated from earlier projects in the activation of markets to better financially reward farmers for use of soil stewardship practices, including from stakeholders in farmer groups, agri-finance organisations, and the consumer food value chain.

Blue Economy Explorations of Risk using behavioral Economics (2021 - 2024)$126,583
Description
The purpose of this project is to use behavioural economics approaches to explore and analyse the perceptions and trade-offs people are willing to make in order to expand the Blue Economy. In particular the project will explore what shapes up ideas of risk and what can be done to manage risk. This work will provide a deep understanding of the factors underpinning decision-making and perceptions of what is an acceptable management of risk. These insights will contribute to understanding appropriate policy and institutional arrangements to manage these risks and ensure societal objectives are met by future Blue Economy relevant policies.

Risks & Opportunities for the Blue Economy (2020 - 2022)$613,462
Description
Cataloguing hazards and characterising risks associated with the Blue Economy is the most challenging step of any risk identification process. This project will deliver an integrative characterisation of risk across all parts of the Blue Economy CRC - engineering and technology, production, energy, sustainability and policy. The resulting integrated inventory will identify the multidimensional envelopes of risk relevant to the Blue Economy activities in the short to medium term. Opportunities (research gaps, industry needs, etc.) identified during the analysis will also be catalogued. Consequently, this project is foundational to many CRC activities, bringing immediate benefit to any industry partners undertaking trials or deployment within the next decade.

Economic Assessment of Blue Economy (2020)$49,396
Description
The blue economy concept varies substantially across studies and countries. There exist different approaches to planning and evaluating blue economy. This study reviews and develops economic assessment frameworks for Sustainable BE Developments (RP5). A systematic review will be conducted to draw upon the knowledge and experience across countries/regions. Based on this, economic assessment frameworks, including national economic accounting, input-output tables, computer general equilibrium, stated, revealed and deliberative monetary valuation approaches and ecosystem service value and natural capital accounting frameworks will be developed for both market and non-market goods and services.

Consumer demand, the value chain, and communication strategies for promoting soil stewardship (2019 - 2020)$458,786
Description
The project will initially investigate what consumers know about soil stewardship and the demand which currently and may potentially exist for its use in agricultural value chains. Specific research unpacking consumers' notion of 'environmentally friendly production' may open up opportunities for better informing and subsequently promoting the information flow to consumers about soil management practices. The project will then develop and trial a range of different communication materials to educate and promote soil stewardship to consumers. The project will also engage with value chain stakeholders to better understand their potential demand for information about consumer willingness to pay, perceived obstacles for its usage, and specific informational requirements for rewarding farmers for quality practices. The results from this initial body of research will then be directly employed in subsequent quantitative projects assessing consumers' willingness to pay for products which promote soil stewardship.
