Professor Marcus Haward considers “boundary work” as fundamental to ensuring good science is not lost in translation.

As a political scientist for over three decades, he knows communication between scientists and governments is paramount.

“Science is a fundamentally important basis for good decision-making,” he said.

“Part of the problem, of course, is that good science by itself doesn’t guarantee good decision-making and that’s because science operates traditionally in its own environment and own activity and decision-makers operate in their own areas and own environments.

“What I’m interested in is working in the boundary between the science and the decision-making, what we call the boundary work or sometimes boundary spanning.”

Dr Haward specialises in oceans and Antarctic governance and marine resources management at the Institute for Marine and Antarctic Studies (IMAS).


His research interests have helped to manage the marine estate for both resource use and environmental conservation.

“I’m not suggesting scientists need to change anything other than doing good science but we need to focus on what we call boundary work,” he said.

“This is how we span the boundaries between good science and good management, and that includes new techniques and approaches, new skillsets so that the scientists know how to communicate to policy makers and policy makers also know what questions to ask.

“I think it’s important for us to understand how we manage our marine environment and its resources because marine environments cover 70% of the earth’s surface,” he said.

“The Southern Ocean covers 10% of the world’s surface.

“Australia’s marine jurisdiction is twice the area of its land mass, so we are dealing with huge areas of responsibility and stewardship.

“So not only do we need to have great science, but we need to have great arrangements to ensure that the resources and environment of 70% of our planet are well-regulated and managed.”

Dr Haward’s work has covered a range of activities from coastal management and deep-sea fishing resources to international arrangements and treaties.

“My work focuses on the strategic elements of research,” he said.

“That is how research findings can be used to assist government and industry in making better decisions.

“The last couple of decades I’ve had a long-standing interest in the southern bluefin fishery, a very valuable and very significant industry for Australia, but also one that’s incredibly vulnerable in terms of managing its recovery from over-exploitation in the 1950s and 1960s.

“That work has involved us working with a range of partners and collaborators to look at the way in which that fishery can be best managed.”

Dr Haward said his research has traditionally looked at formal regulatory models. In particular, how governments and international organisations create rules and frameworks for managing marine activities.

“Over the last 20-odd years, there’s been an increasing development of non-government organisations that have taken an interest in reviewing and assessing companies’ and governments’ activities in terms of fisheries management and aquaculture management,” he said.

“I think the big challenge now is to see how these various non-government activities support and enhance the role of both business on one hand and governments on the other to ensure that consumers of seafood have sustainable and safe marine products.

“So our work with both industry and government has been to look at the way in which these emerging hybrid forms of governance provide new opportunities to ensure that we have marine resources, both wild fisheries and aquaculture products, that are available for people well into the future. “

Professor Marcus Haward is a political scientist specialising in oceans and Antarctic governance and marine resources management at the Institute for Marine and Antarctic Studies (IMAS), University of Tasmania. Her is currently a Program Leader in the Blue Economy Cooperative Research Centre (BE-CRC).

He has over 240 research publications, and over 50 higher degree by research candidature completions

He is currently working on Antarctic  geopolitics,  integrated oceans management,  offshore aquaculture  governance and the development of offshore wind energy.

Professor Haward contributed to the United Nations Environment Program Global Environment Outlook (GEO-6)  report in 2018, and Review of Outlook Reporting in 2020. He was an expert reviewer for the IPCC oceans report  in  2018. Professor Haward was a Contributor and Reviewer to the Australian Government’s State of The Environment  Report 2021.

Professor Haward is currently editor of the Australian Journal of Maritime and Oceans Affairs published by Taylor & Francis.

Description
BE CRC research has highlighted the potential of offshore wind in Australia's future energy planning. With suitablesites located across all Australian states, offshore wind promises to establish Australia as an 'energy superpower'.Across four work packages, this project addresses industry needs regarding social acceptability, law and policysettings, and supply chain operations. With the passage of recent legislation, Australia's offshore wind energy industryis poised to grow exponentially over the coming years. To realise the industry's promise, and avoid costly social andlegal disruptions and environmental challenges that have accompanied other offshore industries, planning anddevelopment in key knowledge areas is critical. This project provides an opportunity for the BE CRC and industrypartners to seize the opportunity provided by recent legislation to build efficacy, integrity and good governance intoAustralia's burgeoning offshore wind power industry.

Development of a larger and diverse Blue Economy requires spatial planning that gives industries certainty of tenure and supports the management of risks. The long-term goal of spatial planning should be to link physical, environmental, cultural and heritage, resource potential, operational logistics and risks into a comprehensive decision support tool. This proposal will advance marine spatial planning that supports equitable, environmentally sustainable and economically efficient outcomes. We will (i) develop a framework for planning approaches, (ii) characterize the data needs, (iii) characterize resources and sites for development, and (iv) assess cross-sector interactions and mitigation activities.

Developing production systems for offshore kelp mariculture (2022 - 2024)$1,559,025
Description
The project will review, design and trial offshore production systems for kelp mariculture, further select for kelp genotypes to cope with ongoing ocean warming, monitor the performance and potential impact of the kelp production system, and use these empirical measures to enable modelling production and environmental impacts (positive and negative) of kelp mariculture at commercial scales. In parallel, we will review, assess and recommend changes to policy and regulatory frameworks to ensure unambiguous guidelines to achieve industry sustainability, environmental safeguards, and social licence.

This project aims to investigate how strengthening institutional integrative capacity will lead to more effective integrated oceans management (IOM). Integration across sectors and jurisdictions will enhance cooperation, coordination and policy coherence. This project expects to identify new and innovative approaches to implement IOM by identifying which components of integrative capacity can be improved. Expected outcomes of this project include practical new directions for IOM in Australia and Canada that will increase collaboration betweengovernments, industry, Indigenous groups and communities. This appointment is at 0.6 FTE funded by the Blue Economy CRC to the directemployer/host organisation. Professor Haward will be required to report to the Research Director during histerm.Program Leaders are funded by the CRC on a pro rata basis at the rate of $240,169.99 per annum (includingon-costs) being returned back to the host institution, specifically consisting of $186,990.04 in salary andsalary on costs of $53,178.95 (calculated at 28.44% of salary). Superannuation however is to be providedby the host institution. Salaries are indexed annually in November at 3%.

Identifying the potential of floating artificial benthic ecosystems to underpin offshore development (2021)$48,294
Description
Offshore developments are essentially artificial systems operating in the open ocean. Developing floating benthic artificial systems that act similar to inshore systems for offshore development have the potential to enhance global ecosystem services from marine environments as well as supporting offshore developments through wave attenuation, nutrient recycling, carbon sequestration and, where applicable, provision of marine products. Given the societal concerns over offshore developments, encapsulating these developments in an ecosystem framework that can demonstrate positive ecosystem attributes is more likely to lead to social acceptance of offshore developments.The project aims to:*Identify the potential for floating benthic artificial systems to support marine products.*Assess the current state of knowledge on environmental and economic (market and non-market) benefits of incorporating artificial ecosystems into the design of integrated offshore developments.*Assess current design opportunities and constraints in the construction of floating artificial benthic ecosystems suitable for offshore developments. Assess alternative mooring/anchoring systems.*Identify current regulatory and policy issues with respect to development, deployment and operation of artificial ecosystems, and how these systems can assist in demonstrating responsible management of offshore developments.The project has the capacity to develop new activities and engage with new partners for the BE CRC as its moves from research and feasibility to demonstration activities.

An improved knowledge of the existing policy and legislative arrangements is critical to reduce industry uncertainty in relation to what, when, how and by whom blue economy activities are possible. Nevertheless, in Australia, we do not completely understand what these arrangements are and where gaps and overlaps among them exist. By using an innovative approach based on computer-generated graphs, this project will deliver a map of the existing policy and legislative arrangements as they relate to blue economy uses, activities and resources; cross-sector analyses to identify gaps and overlaps that may hinder blue economy activities; and, a searchable online database of such policy and legislative arrangements that will assist industry, researchers and government in their decision-making and planning.

The resulting integrated inventory will identify the multidimensional envelopes of risk relevant to the Blue Economy activities in the short to medium term. Opportunities (research gaps, industry needs, etc.) identified during the analysis will also be catalogued. Consequently, this project is foundational to many CRC activities, bringing immediate benefit to any industry partners undertaking trials or deployment within the next decade.
