Associate Professor Jeff McGee is focused on strategies that can help us respond to climate change. He is an expert in global environmental law and governance. Associate Professor McGee analyses the strategies and structures of global and regional institutions that seek to solve problems like climate change and the international laws that affect them. He provides critical analysis and commentary on the development and policy of institutions such as the United Nations Framework Convention on Climate Change (UNFCC), and the legal frameworks that bind them. Associate Professor McGee also suggests new laws and institutions that should be formed to more effectively tackle climate change and the solutions that are needed for us to adapt.

It was the Enlightenment, the age of reason, which gave humanity the idea of conquering the natural world. Our progress has been rapid. But, have we really conquered the natural world? Nobody would have believed the great furnaces that burst to life in Northern England and spawned the industrial revolution, would eventually alter the natural cycles of the earth.
The modern age began in the Holocene, a climatically stable geological era that lasted for around 10,000 years. However, many scientists believe we have now entered a new geological era, the Anthropocene: The Age of Man. In just a few centuries, humanity, in its quest to conquer nature, has pushed the planet into a new geological époque. We have destabilized the earth system from its familiar state. Humanity is changing the planet. We need to shape our future.
Our planet is heating up. Sea levels are rising and the process will accelerate. The ice caps are melting. Extreme weather conditions, including droughts and storms, will become more frequent. Disasters will happen. What strategies do we have in place to protect us in the Age of Man? How do we design the most effective international laws and institutions to help humanity respond to climate change?
'This idea that we've entered a new geological age where humans are a key driver of change on the planet is in many ways very confronting,' said Dr McGee. 'The repercussions will vary but all sorts of changes will present, some of them could prove catastrophic. Humanity needs to prepare for and face the Anthropocene directly'.
'I want to help solve the problems associated with this new and potentially precarious era we have just entered,' said Dr McGee. 'We need new laws and institutions to meet this unprecedented challenge that humanity faces. Law, like other social institutions, must learn to respond to the new reality of the stresses that we are placing upon the earth system. 'He is especially interested in institutions in the Asia-Pacific region and how they interact with larger ones like the UNFCCC. Dr McGee's expertise drives policy and law reform by informing public debate.
Associate Professor Jeff McGee focusses on international law and governance issues relating to Antarctica, Oceans and Climate Change. As an international lawyer with expertise also in global governance and geopolitics, he divides his time between the School of Law and the Institute for Marine and Antarctic Studies. Jeff is also Director of the Australian Forum for Climate Intervention Governance (AFCIG), the leading national research group on the governance of climate intervention technologies.
He completed his undergraduate degrees in Political Science and Law at the Australian National University, has PhD in Environment and Geography from Macquarie University and a Master of Environmental Studies from University of Newcastle.
His work is widely published in leading international journals in the fields of Antarctic governance and policy, international environmental law, global environmental governance and climate change policy. He has also published research books with leading publishers Edward Elgar, Springer/Nature and Routledge.
Biography
Before joining the University of Tasmania in January 2015, Jeff was a Research Director, Program Convenor and Senior Lecturer and at the Newcastle Law School. Prior to entering academic life in 2008, Jeff gained extensive practical legal experience through working as a senior lawyer with the Department of Defence and a decade of private practice as a partner in a leading law firm in New South Wales.

Expertise
Jeffrey’s research and teaching uses theories from international law, global governance and geopolitics to analyse the future of the Antarctic Treaty System, oceans governance and international climate change governance. His work in leading the Australian Forum for Climate Intervention Governance analyses national and international governance of carbon dioxide removal and solar radiation management. His research assists policymakers and the public in understanding a considering the policy options in each of these key issues for humanity of the coming decades.

His work on international climate change law and policy has been cited in reports of the United Nations Environment Program and Secretariat of the United Nations Framework Convention on Climate Change. In April 2014, his work was widely cited in Working Group III report of the Fifth Assessment Report (AR5) of the United Nations Intergovernmental Panel on Climate Change (IPCC). - This project will expand Australia's climate response options by developing a governance framework for research, development and deployment of solar radiation management. These emerging technologies seek to reflect part of the sun's energy from the earth to reduce climate change impacts. Through case studies of key proposals, marine cloud brightening and stratospheric aerosol injection, the project aims to develop national laws and research policies to responsibly govern research, development and deployment in Australia. This will deliver benefits for Australian governments, civil society, communities and researchers by managing risks and building public confidence in these technologies and provide a best practice model for other countries.

- This project aims to analyse current and emerging geopolitical tensions within Antarctic Treaty System.Geopolitical tension was a key factor in formation of the 1959 Antarctic Treaty and continues to shape evolution ofthe wider Antarctic Treaty System. The project proposes to examine critical moments in the history of the AntarcticTreaty System, using a new database of historic diplomatic documents to identify key indicators of geopoliticaltension. The project aims to draw lessons on successful management of these geopolitical tensions. In doing so,the project's intent is to address a key focus of the Australian Government's Antarctic 20 Year Strategy and Action Plan, maintaining Australia's influence in Antarctica.

- This is a partnership project, which focuses on the legal, societal, political and international governance aspects of developing renewable Hydrogen for large-scale export from Tasmania. Renewable Hydrogen is Hydrogen fuel produced by renewable energy-generated electricity (hydro, solar, wind etc), through the process of electrolysis. It can be exported, and/or used locally for energy storage, or transport fuel. The main objective of this project is to scope out and foster College of Arts Law and Education (CALE) expertise in renewable Hydrogen, to prepare for UTAS involvement in an ANU-led Hydrogen Economy Cooperative Research Centre (CRC) bid in 2020.

- The Bush Collection is a private, historic collection of documents from Antarctic treaty negotiations, gathered overa thirty year period by Australian Department of Foreign Affairs lawyer, Mr William Bush. The Bush collectioncontains documents not otherwise available in secretariats and national archives and is important in the context ofdevelopment of the Antarctic Treaty. This project will make the collection publically available for researchers bycreating an online open access database that will provide a world class resource of primary data for Antarcticscholars. - The global ecosystem is at significant risk from human activity, particularly in the global commons areas such as the high seas and atmosphere. The United Nations Environment Program has noted that whilst "frameworks currently address natural resource issues in the global commons thre are fundamental gaps andinconsistencies that require immediate attention". This project will help us understand and bridge the implementation gap (between treaty and parctice) byidentifying the sources of disagreement about scientific obligations that currently gridlocks commons governance.

I am currently supervising 7 PhD projects on Antarctic and Arctic governance, climate intervention law, weather modification law, governance of ocean acidification and protection of the oceans.
I have supervised 5 students to completion of their PhD on topics such as Antarctic sovereignty claims, solar radiation management and international law, climate change adaptation, regional fisheries organisations and the sustainable development goals, and equity issues in regional fisheries governance.
