Dr Isabelle Bartkowiak-Théron specializes in socio-legal studies, with a particular interest in police interaction with vulnerable people. She is lead senior researcher on the vulnerability, police education, and law enforcement and public health research streams at the Tasmanian Institute of Law Enforcement Studies.
At UTAS, Isabelle coordinated the Tasmania Police Recruit Course for the University for 10 years, before moving on to other roles. Currently, she is the graduate research coordinator for the discipline of Policing and Emergency Management, and she has been the deputy chair of the Tasmanian Human Research Ethics Committee since 2018.
Isabelle holds a number of leadership positions locally, nationally, and internationally.
Biography
Isabelle started her studies in the French military, and holds a PhD from La Sorbonne-Paris IV, in Paris, France (her country of origin), where she studied under the supervision of Prof Sophie Body-Gendrot. She holds two post-doctoral degrees: one from the Australian National University, where she managed the youth pilot of the NEXUS Policing Project (RegNet); and one from the International Centre for Comparative Criminology (University of Montréal, Quebec, Canada), where she worked on community and restorative justice.
Isabelle worked as a researcher in Cape Town, South Africa, on disadvantaged communities and policing, before coming to Australia. Prior to joining the University of Tasmania, Isabelle was a senior lecturer at Charles Sturt University, and taught at the NSW Police College in Goulburn.
Due to her area of expertise, Isabelle occasionally consults on the UNODC on vulnerability matters and international curricula. She sits on various international journal editorial committees, and on international and Australian charitable, professional and research governance boards, such as Connect42 (a Tasmanian charity that aims to promote literacy as a public health issue) the Australian Institute of Police Management Ethical Review and Research Governance Advisory Committee, and the Australia New Zealand Society of Criminology. She sits on the Tasmanian Sentencing Advisory Council, and nationally, she sits on the Australian Crime Prevention Council as the executive member for Tasmania.
Isabelle in an internationally-recognised expert in matters of law enforcement and public health, within which police interaction with vulnerable firmly sits. Within the Global Law Enforcement and Public Health Association, Isabelle heads up the Education Special Interest Group, and sits on the First Responders Mental Health Special Interest Group. She was nominated on the GLEPHA Board of Directors in 2020.

Isabelle is an award winning police educator, and is the recipient of the 2020 University of Tasmania Teaching Excellence Medal. The same year, she also received a Teaching Excellence Award from the College of Arts, Law and Education.
In 2021, Isabelle received a National Citation from Universities Australia. This was the first time a police training program was acknowledged nationally.
Isabelle is currently the graduate Research Coordinator for the discipline of Policing and Emergency Management.

- Description
- Low literacy is a potential determinant of, and contributor to mental health, and a patients ability to engage with treatment. However, available evidence indicates mental health clinicians may overestimate and potentially overlook clients literacy skills. We will audit a 20% random sample of new patients to specialist mental health services during 2022-23, to obtain an objective assessment of the consideration of literacy during history taking.

Literacy as a social determinant of health (Literacy project) (2022 - 2025)$180,000
- Description
- Literacy is often discussed in terms of educational attainment, and subsumed within the broader 'education' field as a social determinant of health. Through this body of work we will investigate whether literacy (i.e.: one's capacity to read and write) should become a standalone social determinant of health. This issue is becoming a pressing topic, especially since literacy (and underpinning speech and language) is coming to prominence in the fields of criminal justice, law enforcement, mental health and employment. Overall, there exists a strong association between low levels of literacy and the broad scope of social adversity and deprivation. Adults with low functioning literacy are over-represented in the criminal justice system, have trouble interacting with law enforcement personnel, struggle to access public health services, and are at increased risk of mental ill-health. These are only a few examples of research focussing on social and equity issues that centre around the theme of illiteracy.In light of the many issues congregating on the topic of illiteracy, and since 1) illiteracy in Tasmania is so rife, 2) Tasmanian children (around 24% of the state's population) experience the highest levels of socio-economic disadvantage compared to any Australian jurisdiction, 3) Tasmania has the highest self-reported prevalence of mental health problems among adults in 2014-15, TILES and Menzies are joining forces with Connect42 to launch a broad, multi-pronged project on the topic of literacy as a social determinant of health and as a skill key to social justice and public health.

How do police educators perceptions of young peoples engagement in education inform their instructional practice? (2018)$14,678
- Description
- Interest in tertiary education in the criminal justice and policing professions is at an all-time high internationally, with growing scrutiny on the 'professionalisation' of the criminal justice industry, through higher education schemes . Unsurprisingly, this increased attention focuses on what works, what does not, performance indicators and evidence of impact in the delivery of education for the industry. A lot of the police curriculum revolves around procedural justice, and how police officers should interact with vulnerable people (understandably, since 75% of police interaction in the field is with vulnerable people). However, not much research looks at the extent to which the attitudes (towards vulnerable groups) of those who teach future practitioners actually influence operational practice.As part of police work with vulnerable people, police interact with young people on a regular basis. Most, if not all evidence-based policing policy advise officers to arrest as a last resort, and to favour educative and reintegrative options in their interactions with young people.As a case-study, this project focuses on the instructional practice of police educators (police officers and academics) at recruit level on the specific topic of at-risk youth (as part of the recruits learning about vulnerable people). It is currently unclear whether police educators' understand the links between disengagement from school and the behaviours that bring young people into contact with police. It is also unclear whether negative or positive attitudes in the police academy classroom become bias within teaching practice. In light of the historically tense relationship between youths and police, we want to see whether specific teaching behaviour in the classroom encourage a disassociation (or even distrust) between youth and police, contributing to cultures of conflict and distrust.Taking, as a case study, the interaction of police with young people, we seek to analyse:- whether any negative bias or attitudes are transferred to recruits during their training- how police educators understand the idea of young people's engagement in education, and any benefit this may have on resilience and avoidance of criminal / delinquent 'careers'- whether the above understanding is conveyed to recruits during their training.

Policing Difference, Policing Vulnerability (2015)$9,051

- The aims of this REGS application are to conduct fieldwork (in all Australia and New Zealand jurisdictions) to help ground upcoming publications and strengthen three competitive grant applications (in collaboration with colleagues at the University of Western Sydney, the Australian Institute of Police Management, the Australian and New Zealand Policing Advisory Agency and community support services). They are twofold:1. To undertake a comprehensive analysis of terminology used in all public documentation relating to vulnerable people. This includes all government policy documentation, all police internal policy available publicly, all written media documentation (with the exception of tabloids).2. To conduct interviews with police leaders (rank of inspector and above, via phone and skype) and police spokespersons for vulnerable groups, about their views on vulnerable people, the exact nature of their portfolio as the 'public face' of policing, and their understanding of what vulnerability consists of.

IAST+3 Approaches to case coordination trial project (2013 - 2015)$89,765

- The purpose of this research is to 'create, implement and finalise an evaluation methodology for a case planning and coordination trial project'. The trial project specifically targets vulnerable children and their families. As per prior consultation with the Office for Children, the evaluation will consist of an interactive evaluation research.
