Romy completed a PhD with the Tasmanian Institute of Law Enforcement Studies 'Intimate Partner Violence: The Impact of Discourse on a Coordinated Response' in 2012 (UTAS) - Available at UTAS Library Open Repository.

Biography

Romy teaches a number of units in the Police Studies and Emergency Management program developed specially for frontline police officers – in areas such as risk management/risk assessment; family violence; victimology and applied policy.

Romy has a variety of research interests spanning from the core interest of family violence. She has worked on educating the community on the impact of family violence on children; on engaging men for the purpose of changing violent behaviours; and looked at victim satisfaction with the criminal justice process around family violence.  This is an ever-changing space and, in spite of half a century of research into violence in relationships, there is still much work to be done to understand this complex area, particularly in prevention and intervention. We are still finding out about the multifaceted impacts of experiencing violence on adult and child victims. An emerging category of interest for Romy is men’s violence against men.

Romy’s current postgraduate students are researching topics such as police response to the Royal Commission on Institutional Child Abuse; the early warning signs of violence in a relationship; the parenting of mothers who have experienced violence in their family of origin; and the overlap between sexual abuse and family violence.

Romy was in private practice as a social research and evaluation consultant for ten years prior to joining the Police Studies team in 2016.  During her consultancy period, she undertook a range of projects for federal, state and local governments, non-government organisations and community groups. These projects ranged from evaluations of social programs to scoping studies to inform new government policy.

Romy leads the specialist research theme of Violence and Abuse within the Tasmanian Institute of Law Enforcement Studies.  This group, a multidisciplinary team of researchers from Social and Health Sciences, undertakes contract research as well as new research in the broad category of violence and abuse.  Romy and Dr Ron Frey from VARU, have recently developed the content for a national program delivered by Lifeline Australia as part of the DV-Alert curriculum on recognising and responding to men who use violence.

Projects currently underway are:

  • Connecting law enforcement and public health stakeholders with community champions to minimise harm associated with unresolved trauma;
  • Evaluating support programs for rough sleepers for Hobart City Mission;
  • Developing a cross-disciplinary understanding of male victims of abuse;
  • Applying complexity theory to the understanding of social inequality;
  • Developing resources for early intervention strategies for vandalism for the City of Launceston;
  • Researching and training in Start Today Again: fathers healing relationships after family violence.

Prior to her PhD on the criminalisation of family violence in Tasmania, Romy had completed Masters of Applied Sociology (Social Research). Her Masters project (in 1995) involved developing a social profile for applicants for unlawful termination of employment from an analysis of the case-tracking database of the Industrial Relations Court of Australia.  She has retained an interest in workplace issues, particularly relating to gender inequality.

Romy's research aligns with the University's research themes of Better Health, and Creativity, Culture and Society. Her specific research interests are Interpersonal violence, gender and violence, family violence perpetrator behaviour change, family violence policy, police operational responses to family violence, risk assessment for violence, vulnerable families, social change, social mapping, social policy, work and industrial relations, ethnography and evaluation methodology. She also has an interest in the intersection of gender and workplace issues.

Romy is leader of the Violence and Abuse Research Unit (VARU) within TILES.  VARU is a multidisciplinary team of researchers from the social and health sciences whose work focuses on all aspects of interpersonal violence – including family violence, child and elder abuse, and violence against women.

Romy leads research around risk factors for interpersonal violence; the impact of parental violence on children; behaviour change programs for perpetrators of violence, policing of family violence and improving understanding of emotional abuse in violent relationships.

Collaboration

Romy’s research is predominantly done in a multi-disciplinary capacity. In the past five years she has worked collaboratively with researchers in criminology, psychology, medicine, emergency medicine, and rural health.  She has a long relationship working with the community sector, specifically The Salvation Army’s Social Programs Directorate.

Evaluation of Mothers Circle: Empowering Women to Counter Violent Extremism (CVE) within families and communities (2019 - 2020)$20,000

The Mothers' Circle is a tailored Australian response to the growing recognition of the role of mothers in CVE, to be piloted by the Migrant Resource Centre (MRC) in Hobart and Launceston. The MRC has been subcontracted by DPFEM (funding from Department of Home Affairs) to develop curriculum and materials which will be used to educate and empower women in target communities to recognise and respond to early signs of problem behaviour and radicalisation. The Violence and Abuse Research Unit within TILES has been asked to undertake action research and evaluation activity through the life of the project.

Strong Families, Safe Kids (SFSK) Project Evaluation (2019)$97,500

The Department of Communities Tasmania's Strong Families, Safe Kids (SFSK) project involved the redesign of the Child Safety Service to improve outcomes for children, young people and their families in order to ameliorate increasing numbers of notifications and occasions of statutory intervention. The SFSK project was tasked with implementing the 30 actions detailed in the Implementation Plan over four years to June 2020. The Institute for the Study of Social Change has been asked to tender for a project to evaluate the impact of SFSK, including the outcomes associated with the redesign, designing an evaluation framework to support the DCT's ongoing work through to June 2025 and advise on potential areas for future work.

How do police educators perceptions of young peoples engagement in education inform their instructional practice? (2018)$14,678
Description
Interest in tertiary education in the criminal justice and policing professions is at an all-time high internationally, with growing scrutiny on the 'professionalisation' of the criminal justice industry, through higher education schemes . Unsurprisingly, this increased attention focuses on what works, what does not, performance indicators and evidence of impact in the delivery of education for the industry. A lot of the police curriculum revolves around procedural justice, and how police officers should interact with vulnerable people (understandably, since 75% of police interaction in the field is with vulnerable people). However, not much research looks at the extent to which the attitudes (towards vulnerable groups) of those who teach future practitioners actually influence operational practice.As part of police work with vulnerable people, police interact with young people on a regular basis. Most, if not all evidence-based policing policy advise officers to arrest as a last resort, and to favour educative and reintegrative options in their interactions with young people.As a case-study, this project focuses on the instructional practice of police educators (police officers and academics) at recruit level on the specific topic of at-risk youth (as part of the recruits learning about vulnerable people). It is currently unclear whether police educators' understand the links between disengagement from school and the behaviours that bring young people into contact with police. It is also unclear whether negative or positive attitudes in the police academy classroom become bias within teaching practice. In light of the historically tense relationship between youths and police, we want to see whether specific teaching behaviour in the classroom encourage a disassociation (or even distrust) between youth and police, contributing to cultures of conflict and distrust.Taking, as a case study, the interaction of police with young people, we seek to analyse:- whether any negative bias or attitudes are transferred to recruits during their training- how police educators understand the idea of young people's engagement in education, and any benefit this may have on resilience and avoidance of criminal / delinquent 'careers'- whether the above understanding is conveyed to recruits during their training.

Engaging men who use violence (2017)$60,031
Description
The Engaging Men who Use Violence project, previously undertaken with the Salvation Army, clearly identified that there are very few resources that specifically address men's violence and the impact of family violence on children. There are also no specific targeted media or social marketing campaigns that address the positive father/child relationship; promote positive fathering; and educate the community on the effect that violence can have on children. The Salvation Army has been granted $60,000 from the Department of Health and Human Services to develop these resources. The DADS FOR KIDS Project will develop:*a training module in consultation with key stakeholders and the community to raise awareness of the impact of men's violence on children. The resources will have the potential for national application and make a significant impact to intervene early to break the inter-generational cycle of family violence. The project will use a multifaceted approach to integrate evidence-based approaches on how to change men's violent behaviour. *innovative and multi-purpose resources*an innovative and 'catchy' video clip (separately funded) and resources will be developed for different media platforms including television commercials, web-based services and social media as part of a multimedia resource kit. This includes the design of multi-media strategies and development of best-practice training modules. *a Community of Practice with existing services working with men, fathers and families, and *a Final Report including recommendations to inform policy development, national action plans and implementation of translational research findings into practice.
