The question of who oversees the oceans is particularly relevant in an era when plastics are having a massive negative impact on ocean life. Dr Joanna Vince, from the University of Tasmania’s School of Social Sciences, is an expert on oceans governance and in recent years has begun to focus on ocean plastics – or more broadly, marine debris. She says there is an urgent need for an integrated marine strategy to protect the oceans.
The war on ocean plastics requires a united effort
Consider for a moment the role of oceans in our lives. They are a larder, a playground, a cooling system, and a constant source of beauty and inspiration. They are the setting for many of humanity’s great adventures and discoveries. But when it comes to caring for them and sustainably managing them, we seem to be all at sea.
This is perhaps not surprising when you consider the number of jurisdictions with an interest in the oceans – from hundreds of small local councils right through to jurisdictions as large as the European Union.
Some parts of the world, for example the European Union, are further advanced than others. Dr Vince says that in Australia there is a lack of political will to tackle oceans governance and, worldwide, in the past 10 years policies have become less integrated and more complex. “It’s never been easy to take a holistic approach but in recent years many nations have prioritised industry ahead of the marine environment, when in fact we need to look after both,” Dr Vince said.
“Eighty per cent of marine plastic is sourced from the land, which underlines the need for an integrated approach to how we manage the oceans. This has been discussed at a global level through the United Nations but unfortunately is yet to become a reality domestically.”
On a local level, Dr Vince’s research has shown that container deposit schemes and other soft plastic recycling schemes can make a difference in the amount of plastic found in the ocean. 'Plastic doesn't disappear. The plastic that was around in 1950 is still around today, but it is very hard to say stop using it.' She added the responsibility to reduce plastic pollution was one for consumers, governments and industry from the local to a global level.
'The issue requires a mixture of regulation, market forces and community-based efforts to make a difference.”
Dr Vince works with colleagues at the CSIRO, Australian Antarctic Division, the University of Ontario Institute of Technology, Simon Fraser University in Canada, the National University of Singapore and the University of Wollongong, and internally is a member of the University of Tasmania’s Centre for Marine Socio-Ecology. She completed her undergraduate degree and her PhD at the University of Tasmania and is based on the Newnham campus. Dr Vince is a recipient of the Harold D. Lasswell Award for her contribution to public policy.
Her impact goes beyond academic fields, with her research being widely utilised by multidisciplinary and non-academic audiences (such as public servants and marine resource managers). Dr Vince is a member of the Victorian Marine and Coastal Council’s Scientific Panel, which advises the Victorian government on the Marine and Coastal Act, Marine and Coastal Policy and Marine Spatial Planning Framework.
In addition to governance around plastics she has also researched comparative oceans governance, illegal and unreported fishing, marine spatial planning and policy theory.
Joanna Vince is an Associate Professor in the Politics and International Relations Program, at the School of Social Sciences in the College of Arts, Law and Education. Her research focusses international, domestic and comparative oceans governance; marine resources management; marine plastic pollution and governance solutions; marine spatial planning; and circular economy governance approaches. As a political scientist who specialises in public policy, Associate Professor Vince also has extensive expertise in governance, hybrid governance policy design, policy implementation, policy success and failure, and agenda setting.
Associate Professor Vince has widely published in top international journals such as Fish and Fisheries, Frontiers in Marine Sciences, Environmental Science and Policy, Ocean and Coastal Management, Policy Sciences, Journal of Environmental Management, Aquaculture, Sustainability, and Coastal Management. She has won numerous competitive external grants and she works extensively with governments and industry. In 2016, Associate Professor Vince was awarded the Harold D Lasswell prize for her contribution to theory and practice in the policy sciences.

Expertise
Associate Professor Joanna Vince is a political scientist whose disciplinary focus on public policy includes expertise on policy design, policy failure, agenda setting, governance and hybrid governance. She has extensive experience in international, domestic and comparative oceans governance; marine spatial planning; and marine resources management with a particular focus on fisheries and aquaculture. Joanna also has expertise in marine and land-based plastic pollution and focusses on the way waste management and circular economy approaches are utilised to inform governance solutions. She partners with government and industry and has received funding that is utilised by public policy analysts, governments and non-government stakeholders to inform policy and governance strategies.

Research Themes
Dr Vince’s current research examines the governance challenges and solutions to the plastic marine debris problem. Her multidisciplinary work with the CSIRO’s Marine Debris Research team focusses on both land-based and ship-based plastic pollution while linking scientific solutions to governance responses. Other projects she is involved in focus on non-state market driven governance in fisheries and aquaculture; and the effectiveness of governance arrangements in deterring illegal, unregulated and unreported fishing.
Collaboration
Associate Professor Joanna Vince is a leading researcher in the UTAS node of the National Science Environment Program (NESP round 2, 2021-2027) Sustainable Communities and Waste Hub that collaborates with key stakeholders including the Federal, State and local governments, industry and NGOs. She is a collaborator with the CSIRO’s Marine Debris Research team and has recently completed the project “Knowledge to support information for decision making to reduce plastic inputs in the environment” (2021-2022). She received funding from the Marine Hub (NESP round 1) to examine “Microplastics in the Australian Marine Environment” (2020). She is also a member of the Blue Economy CRC and involved in the projects “Marine Spatial Planning for a Blue Economy (2022-2025) and “Mapping and analysis of blue economy policy and legislative arrangements” (2020-2021) (https://ausbluepolicy.net/). In 2019, she partnered with Flinders University to undertake a Department of Defence project on “Geostrategic futures in the Southern Oceans and Antarctica”. Associate Professor Joanna Vince is a Steering Committee member of the Centre for Marine Socio-ecology which is a partnership between UTAS, the CSIRO and the Australian Antarctic Division.

Current projects
Associate Professor Joanna Vince is Lead Chief Investigator of the Australian Research Council Discovery Project “Governing during an ocean climate crisis: building integrative capacity” (2022-2024). The team includes Professor Marcus Haward (UTAS), Professor Beth Fulton (CSIRO) and Dr Robert Stephenson (University of New Brunswick) along with post-doctoral fellow, Dr Maree Fudge. This project aims to investigate how strengthening institutional integrative capacity will lead to more effective integrated oceans management.
Associate Professor Vince is the UTAS lead of the Waste Impact Mission (IP5) within the NESP2 Sustainable Communities and Waste Hub and is currently working on the project “Governing community based resource recovery and circular economy initiatives” (2022-2025) with Associate Professor Ruth Lane (Monash University). This project aims to develop a networked governance strategy that can be rolled out nationally that will facilitate forms of ‘bottom-up’ initiatives that encompass social as well as technological solutions for local governments in regional areas in their transition to circular economies.

Due to the interdisciplinary nature of her projects and collaborations, Associate Professor Joanna Vince has published in high impact scientific journals including Science Advances, Fish and Fisheries, Aquaculture, and Reviews in Fish Biology and Fisheries. She has published extensively in the internationally acclaimed journal Marine Policy. Significantly in marine debris governance, Vince and Hardesty (2016) published in Restoration Ecology remains one of the journal’s top 20 most downloaded papers of all time. Her paper “Integrated policy approaches and policy failure: the case of Australia’s Oceans Policy” was published in one of the top international journals in the field Policy Sciences in 2015 and was awarded the Harold D. Lasswell prize due to its contribution to theory and practice of the policy sciences. In 2022, Associate Professor Vince was appointed to role of Associate Editor of Policy Sciences. She is also an Editorial Board member of the journals Cambridge Prisms: Plastics, Politics and Governance, Australian Journal of Maritime and Ocean Affairs, and Scientific Board Member of the journal Policy Design and Practice. In 2022, Associate Professor Joanna Vince was awarded the Australian Research Council Discovery Project “Governing during an ocean climate crisis: building integrative capacity” (2022-2024). This project aims to investigate how strengthening institutional integrative capacity will lead to more effective integrated oceans management. Contracts are being finalised and the research will commence late 2022.
In 2020-2021 her team were awarded the Blue Economy CRC project “Mapping and analysis of blue economy policy and legislative arrangements”. This project mapped the existing policy and legislative arrangements as their relate to the Blue Economy uses, activities and resources across multiple sectors and jurisdictions. In 2022, her team were awarded a four year Blue Economy CRC project examining “Marine Spatial Planning for a Blue Economy”.
In 2021-2022, she was contracted by CSIRO to work on the project “Knowledge to support information for decision making to reduce plastic inputs into the Environment” with the CSIRO’s Marine Debris team. This project has a particular focus on the impacts of COVID-19 and political agenda setting on plastic pollution.
In 2021-22, Associate Professor Joanna Vince was awarded a grant for the Waste Impact Mission (IP5) within the NESP2 Sustainable Communities and Waste Hub focusing on circular economy approaches to local governments in Australian regional areas.

- Development of a larger and diverse Blue Economy requires spatial planning that gives industries certainty of tenure and supports the management of risks. The long-term goal of spatial planning should be to link physical, environmental, cultural and heritage, resource potential, operational logistics and risks into a comprehensive decision support tool. This proposal will advance marine spatial planning that supports equitable, environmentally sustainable and economically efficient outcomes. We will (i) develop a framework for planning approaches, (ii) characterize the data needs, (iii) characterize resources and sites for development, and (iv) assess cross-sector interactions and mitigation activities.

- An improved knowledge of the existing policy and legislative arrangements is critical to reduce industry uncertainty in relation to what, when, how and by whom blue economy activities are possible. Nevertheless, in Australia, we do not completely understand what these arrangements are and where gaps and overlaps among them exist. By using an innovative approach based on computer-generated graphs, this project will deliver a map of the existing policy and legislative arrangements as they relate to blue economy uses, activities and resources; cross-sector analyses to identify gaps and overlaps that may hinder blue economy activities; and, a searchable online database of such policy and legislative arrangements that will assist industry, researchers and government in their decision-making and planning.

- The objective of the research is to understand how global cooperation among countries can be increased in order to tackle land-based marine pollution, a prerequisite for the development of an international instrument on this issue. Theresa aims to analyse which policies countries worldwide adopted or are planning to adopt in order to tackle the problem. The research will identify the major factors which are important for the adoption of these policies. In evaluating whether there are any similarities among these factors, it will be possible to identify opportunities for countries to find common ground in their fight against_marine pollution.

- Dialogue among academics, policy-makers, defence personnel and scientists to identify political, scientific, economic and environmental challenges for managing future maritime operations in Antarctic territories is a strategic interest in line with Australia's 2016 Defence White Paper. In 2048 the existing Antarctic Treaty System - to which Australia belongs - may end. In this light, by means of a workshop, this project takes a comparative approach to harness learning from international policies and institutions that have developed to manage a changing Arctic, and synthesise lessons to be learnt for the Antarctic and Southern Ocean.

- Eavan's multidisciplinary project examines the links between consumption, waste management and pollution. She will generate a statistical model that identifies the key drivers (including testing counter-intuitive variables like access to household piped water, the main sources and packaging of food, use of cosmetics and clothing consumption) and waste management variables that best predict the density and composition of marine plastic pollution found in coastal waters and on nearby shores. She will also link the type and abundance of debris and the motive behind its use (convenience or necessity) in different regions of the world. This data will be used to identify gaps in plastic pollution governance and policies at the international and state level. This project will suggest possible ways to alleviate these gaps, and will provide guidance for governments and industry to prevent plastic pollution.

Associate Professor Joanna Vince has extensive supervision experience in the areas of public policy, governance, oceans governance and marine plastic pollution. She is currently looking for HDR candidates who would like to pursue projects on plastic pollution, circular economy approaches and/or waste management; fisheries and/or illegal, unregulated and unreported fishing; Antarctica and the Southern Ocean; fisheries and/or aquaculture certification; and policy design.
