Distinguished Professor Maggie Walter’s work is driven by a deep personal quest for equality for Australia’s First Peoples.
“My focus is to disrupt, through empirical and theoretically linked research, the often pernicious assumptions that underpin how Indigenous people are represented,” she said
“As one of the few quantitative Indigenous researchers in Australia my research has sought to challenge the established practices of Indigenous statistics which continuously focus on deficit indicators.”
The deficit indicators, and continual marginalisation of Aboriginal and Torres Strait Islander peoples across the spectrum of society, is at the heart of Professor Walter’s research efforts.
“What I have sought to do is to demonstrate that the disparate position of Aboriginal and Torres Strait Islander peoples in Australia is founded on long-term structural inequality, rather than Indigenous inadequacy, and that we cannot close the gap until those structural issues, such a social and political marginalisation, racism and paternalism are addressed,” she said.
“Indigenous leadership and Indigenous decision making are central to making those changes.”
As Pro Vice-Chancellor - Aboriginal Research and Leadership - at the University of Tasmania, Professor Walter has and continues to lead the national conversation underpinning these changes.
She has been a Steering Committee member of the Longitudinal Study of Indigenous Children since 2004, which for the first time shed new light on the reality of the lives of the children and their families.
Professor Walter has also written extensively, authoring several books and numerous book chapters and journal articles in the fields of social work, family and Indigenous issues.
However, her work is not just confined to Australia’s First Peoples.
In 2009, she was elected as the inaugural secretary of the newly formed Native American and Indigenous Studies Association (NAISA), which fosters and supports international collaboration with leading Indigenous scholars from the United States, Canada, New Zealand and Australia.
“NAISA is now the leading global Indigenous academic organisation holding large and fully subscribed conferences annually,” Professor Walter said.
More recently, she was awarded a 2018 Fulbright Indigenous Scholarship to lead an international study where for the first-time comparative data on educational outcomes of Aboriginal and Torres Strait Islander and Native American children were analysed.
“An important learning from my NAISA experience was how similar were the problems faced by Indigenous peoples across the US, Canada, New Zealand and Australia and how we beneficially work together.
“My work focussing on reinventing how Indigenous statistics are done, for example, while having a national approach has been undertaken through international collaborations with the Indigenous data sovereignty movement.”
“The Fulbright Scholarship helped to further support my efforts in this space, allowing me to explore the similarities and differences in Indigenous schooling outcomes between the United States and Australia and how Native American tribes and communities are working to overcome educational problems.”
Her research contributions on both a national and international stage have not gone unnoticed.
In 2018, she was one of 36 Australian social scientists elected as a Fellow to the Academy of Social Sciences in Australia.
The accolade recognises researchers for their distinguished contributions to the discipline and society.
Professor Maggie Walter is a sociologist whose research is focused on race relations, inequality, research methods and methodologies. She is the inaugural Pro Vice-Chancellor of Aboriginal Research and Leadership at the University of Tasmania. Professor Walter is passionate about improving the position of Aboriginal people in Australian society and changing the dynamics around race relations. Professor Walter is widely published in her fields of research. She is the editor and co-author of the best-selling Social Research Methods and co-author of Inequality in Australia: Discourses, Realities and Directions and Indigenous Statistics: a quantitative methodology.
Biography
Professor Walter has a long pre-academic career in the public service, working in the Department of Social Security and other Federal Government Departments from 1980 until 1999. During this time she obtained a Bachelor of Arts (Social Welfare) from Charles Sturt University in 1994, a Bachelor of Social Work ( 1st Class Honours) from the University of Tasmania in 1998. Professor Walter was awarded a Doctor of Philosophy (Sociology) from the University of Tasmania in 2003 and joined the University of Tasmania as an academic in 2002, first in Aboriginal Studies, and then in 2004 moved to the School of Social Sciences.

Research Themes
Maggie's research aligns with the University's research theme of Creativity, Culture and Society; Better Health; as well as Data, Knowledge and Decisions and these themes are reflected in her record of research activity. Over the past 10 years she has been a CI on six Category 1 Research Grants and numerous Category 2 and 3 Consultancies, covering a broad range of social issues, mainstream and Indigenous related. What all these projects have in common is a commitment to provide the evidence frame to support social and public policy change.
Maggie's recent research track record includes an ARC Discovery Linkage Grant (with Larrakia Nation) investigating Aboriginal perspectives on race relations in Darwin. This project has three phases, a face book page Telling it Like It is Darwin, which provide a forum for Aboriginal people to post their responses to items and issues of import; an in-depth interview phase where a group of 40 Aboriginal people have been interviewed extensively on their perspectives of living life as an Aboriginal person in Darwin and a survey phase of 400 respondents, matched socio-demographically to Darwin's Aboriginal population, based around the major findings in Phase 1 and 2. The results from this research will help foster reconciliation and improved race relations in Darwin.Maggie is also passionate about building the knowledge base of Indigenous statistical methodologies. Her bookIndigenous statistics: a quantitative methodology (with Chris Andersen, Left Coast Press 2013) was the first book, globally to address this topic, and she has run numerous workshops on Indigenous statistics, most recently in collaboration with the Australian Bureau of Statistics and the Department of Social Services (2015) to build the statistical literacy and capacity for Aboriginal and Torres Strait Islander researchers.

Indigenous Lifecourse Research, Data Governance and Capacity Building (2021 - 2023)$415,027

- This project aims to contribute to rectifying 3 significant gaps in Indigenous research in relation to data; a lack of Indigenous lifecourse research to inform policy development; a lack of Indigenous governance of data; and a broader lack of Indigenous statistical literacy and capability. This project expects to address these gaps: by initiating an Indigenous lifecourse research agenda, using existing datasets; by being the first project to model the application of Indigenous data governance to existing data resources; and by delivering a modularised Indigenous Statistics Course, the first of its kind in Australia, plus a set of statistical literacy workshops to Indigenous organisations to meet Indigenous determined data needs.

How do Indigenous Children grow up strong in education? (2016 - 2018)$310,000

- This project will investigate how Indigenous children grow up strong in education. The project will develop astatistically robust picture of how Aboriginal and Torres Strait Islander children attain education achievementdespite adverse life circumstances using data from the Longitudinal Study of Indigenous Children. The projectuses an Indigenous research methodology to frame its mapping of the critical intersections of the resilience, lifeevents, social variables and protective factors arising for children and their families in different locations andsocio-economic circumstances that support the growing up of children strong in education. The project alsosupports Indigenous quantitative analysis capacity building.

Improving indigenous health and wellbeing over the family life course (2016 - 2020)$250,000
- Description
- Indigenous health inequality is a major social and economic problem in Australia. This project compares the impact of the family life course on the health and wellbeing of Indigenous and non-Indigenous mothers and children. It uses survey data that follows them over time to: 1) identify family structures that enhance or harm health and wellbeing, and; 2) track changes in health and wellbeing before, during and after family transitions (i.e. births, relationship changes). In collaboration with the Department of Social Services the project aims to improve the policy relevant evidence base on the determinants of Indigenous health and wellbeing to enable the development of effective policy to reduce Indigenous health inequalities.

- This project provides insights into the diversity and complexity of Aboriginal lives in the Greater Darwin area. Central to the research is the lived accounts of Aboriginal views on race relations. This will provide a foundation for repositioning the normativity of Euro-Australian culture and improving service delivery. The findings will be used as a basis for improving racial harmony in Darwin and as a model for achieving this in other areas of Australia.
