Dr Scanlan is a Senior Lecturer within the Australian Institute of Health Service Management (AIHSM) based in Hobart. He specialises in cybersecurity and privacy, having undertaken a PhD in the area, and has been teaching and consulting with the industry for over 15 years. He is also an adjunct Associate Professor in Maritime Cybersecurity at Western Norway University of Applied Sciences.

Joel is an active researcher on projects relating to child exploitation prevention, maritime cyber security, serious games for mental health and machine learning.

Teaching

Teaching expertise

Joel has taught across a wide range of ICT subject areas, including beginner through to expert levels of programming, web design, database development, web services and software design methodologies. However, Joel’s primary teaching area for the past ten years has been cyber security, focusing on cryptography, penetration testing, risk analysis and digital forensics.

Since 2019 Joel has focused on teaching and designing curriculum with a cyber security and IT focus within non-IT focused disciplines, primarily Health and Maritime. In late 2021 Joel joined AIHSM, continuing to build on his experience and focus within digital health, as an area. He is currently the course coordinator for the Masters of Health Information Management.

Joel has taught cohorts of various sizes, from a handful of students to over 650. In the larger cohorts this involved leading team of multiple lecturers across two campuses and a team of up to 14 tutors. In addition to this onshore teaching, Joel has taught into offshore programs including 16 offerings in China (Hangzhou and Shanghai), and 5 offerings in Kuwait. He has been employed in teaching roles with CoSE, CoHM, CoBE and UC. He has also worked in teaching roles at HVL (Norway) and has developed teaching materials for RMIT (Victoria).

Prior to 2019 Joel had been heavily involved in curriculum design including the current Bachelor of Information and Communications Technology and the Master of Information Technology and Systems. He led the design of the Cyber Security major within the current Bachelor of ICT. In 2019 he was the program lead on designing the Associate Degree of Equipment Design and Technology which will be offered in 2020 by the University College. He has also consulted on curriculum design relating to cybersecurity undertaken at interstate institutions.

Joel has been awarded several teaching merit certificates and has been nominated for teaching awards on multiple other occasions, and has presented at Teaching Matters. During 2020 and 2021 he coordinated the introduction and running of the compulsory Academic Integrity module for the Academic Division which was taken by all commencing UTAS students in those two years.

This project is to develop a deterrence messaging research framework, based on current best practices in research. The data of which will be used in later evaluations of the interventions to measure their effectiveness at deterring access to online child sexual abuse material. The broader project will be operating multiple interventions, with organisations of differing scales, and this project is to set in place the experimental framework to be used in these settings.
