Michael Lockwood
Associate Professor

Michael Lockwood is Associate Professor of Environmental Planning and Management, in Geography and Spatial Sciences, at the University of Tasmania. His primary teaching roles are in postgraduate protected areas, environmental planning and environmental management courses, which he also coordinates. Michael is an author on four books and over 100 academic papers, book chapters and reports.
'My research follows from a personal and professional commitment to conserving natural places in a manner that takes account of social, cultural and economic imperatives and aspirations. I execute this commitment through an interdisciplinary approach that is relevant at international, national and local scales'.
Michael is a member of the IUCN World Commission on Protected Areas, member of the Planning Institute of Australia, a Ministerial appointee to the Tasmanian National Parks and Wildlife Advisory Council, and Committee Chair and Steering Group member for the Protected Areas Learning and Research Collaboration servicing the Asia-Pacific and Australia.
Biography
Michael has 26 years' experience as an academic researcher and teacher, 3 as a planner with state government protected area agencies, and 7 as a project officer with conservation NGOs. Before coming to the University of Tasmania in 2003, he was a senior lecturer at Charles Sturt University, based at the Albury Campus.

Teaching and learning activities are a significant component of Michael's academic practice, and comprise undergraduate and postgraduate teaching; course and unit design, coordination and review; and initiatives in blended delivery and experiential learning. Research Themes
Michael's research aligns to the University's research theme of Environment, Resources and Sustainability, and in particular the Adaptation and Resilience Research Program. His research interests embrace the broad fields of environmental planning and management. He focuses on understanding and improving environmental governance; contributing to our knowledge of the social and institutional dimensions of environmental conservation; identifying good-practice management for protected areas; and understanding people's values for nature.

Michael has worked on collaborative research projects with colleagues from University of California, Colorado State University, University of Queensland, Australian National University, Monash University, Murdoch University, Griffith University and Charles Sturt University.

2011-2015: Landscapes and Public Policy

Michael is co-leader of the Social and Instructional Futures Program within the Landscapes and Public Policy Research Hub, led by Professor Ted Lefroy. The Social and Institutional Futures team has explored the theoretical and practical applications of social ecological systems and resilience thinking in the context of policy, planning and management approaches for biodiversity conservation.
The Program has identified policy, planning and institutional measures to support biodiversity conservation at regional scales. Two study areas have been used to explore plausible policy, planning and management regimes for biodiversity conservation into the future – the Australian Alps and the Tasmanian Midlands.
This work has contributed to the hub's mission which is to bring consideration of biodiversity into mainstream planning processes by fostering an interdisciplinary approach that (i) incorporates integrated assessment of social, institutional, economic and biophysical attributes and (ii) is capable of examining the likely consequences of alternative biodiversity policies, planning instruments and institutional arrangements.
Risk and Resilience Research Program of the Institute for the Study of Social Change
As social and environmental change occurs at multiple scales and its pace increases, it is critical that we develop a deeper understanding of the ways that individuals, communities, and organisations respond to risks and build resilience. The Risk and Resilience Research Program brings together academics, policy makers, practitioners and local communities to develop the individual, governance, and societal interventions and innovations that are needed to address the risks from, and develop resilience to, social and environmental change. An initial focus is governance and social-ecological resilience in relation to bushfire hazard.

Publications
Michael has contributed to the effective governance and management of protected areas – for example, he established a basis for assessing governance quality and has advanced understanding of adaptive governance in the context of environmental change. He has analysed the social and institutional dimensions of natural resource management in rural Australia, and provided lessons for natural resource policy and practice in other parts of the world. His papers have added to our knowledge of state-sponsored community participation, provided guidance for governance design of catchment management programs, and informed good practice in NRM governance. In his early work, Michael focussed on improving our understanding of natural area values and the methods for assessing them.
He has published influential works for academics and policy makers (over 2,700 citations, h-index 27, Google Scholar). Outputs include journal articles (over 770 citations, h-index 17, Scopus), a highly-regarded volume on Australian protected area management (Oxford UP, two editions, over 200 citations) and commissioned books on global protected area governance and management (Earthscan 2006, over 250 citations; ANU Press, 2015). His most recent articles show how social ecological systems and scenario analyses can improve protected area governance and planning.
