Bill is an internationally recognised educator with a deep interest in the areas of educational leadership, effective implementation of educational change and school effectiveness and improvement. He has had over 35 years of successful applied research experience including large, nationally competitive, ARC funded projects. Bill has maintained a distinguished research, publication and conference presentation record despite a heavy administrative load as a successful and long-serving university administrator. A former teacher, school principal and Assistant Director of Education, Bill has high legitimacy with the profession. He has been a member of government projects of national significance and on advisory boards of national education committees. He continues to be an adviser to numerous state and national Departments of Education and a consultant to international organisations such as OECD and UNESCO.

He retired at the start of 2008 but continues his research, publications and consultancy as Professor Emeritus.

Biography

Bill's professional positions have included Teacher, Department Head, Principal, and Assistant Director of Education. His academic positions have included Lecturer, Senior Lecturer, Principal Lecturer, and Professor.

Bill has also been invited to be visiting professor at Vanderbilt, Toronto (OISE) and Stanford universities in 1995, OECD, UNESCO and Bath, Nottingham (including the National College for School Leadership), Cambridge, and London universities in 2001, the universities of Calgary and British Columbia in 2005, and Oxford and Cambridge universities in 2010.

Memberships

Professional practice

Bill is Past President and Fellow of national (Australian Council for Educational Leaders) and international (Commonwealth Council for Educational Administration and Management) professional associations in educational administration. Awards include the Australian Council for Educational Administration Nganakarrawa Award (1991) and Gold Medal (2000) – for 'academic attainment, successful practice and an outstanding record of contributing to the field'.

Administrative expertise

At the end of 2000 Bill completed a 14-year term as Dean of the Faculty of Education and terms as Chair of the University of Tasmania's Academic Senate, member of University Council and chair or member of numerous other faculty and university committees. Has extensive experience of course and programme accreditation/validation within universities and departments of education. As the longest serving member of the Executive of the Australian Council of Deans of Education, received that organisation's Distinguished Service Award in 2000.

Teaching expertise

Bill is an innovative teacher who has pioneered block delivery of, and the use of problem-based learning and structured experiences in, postgraduate and professional development courses with practicing educational leaders in Australia. These courses are now run in and for other countries.

Research Invitations

Bill was part of the International Successful School Principals Research Project spanning eight countries and in 2004 was invited by Professor Andy Hargreaves from Boston College to join the International Leadership in Education Research Network, a group of 20 of the world's leading researchers in the area to push the edges of thinking and research on leadership in education. The Network was fully funded by the National College for School Leadership in UK where, along with Michael Fullan from OISE/University of Toronto, he was an Honorary Visiting Professor between 2004 and 2006.

Research Themes
