Dr Elizabeth Shannon is an Adjunct Senior Lecturer at the School of Health Sciences, College of Health and Medicine. She works with the Tasmanian State Service Management Office, Department of Premier and Cabinet, on a range of strategic human resource management policy issues such as talent management, performance management, diversity and inclusion. Elizabeth also holds the position of the Manager, Leadership and Management Development Unit, in the Tasmanian Department of Health and Human Services, where she has provided leadership and management development through workplace shadowing, coaching and action learning. There she also developed learning sessions on project and change management; resilience; positive organisational culture; health policy and evaluation.

Biography

Elizabeth has a history of service to the University and community of Tasmania. Her academic career includes:

  • Six years as a Conjoint Senior Lecturer, Postgraduate Programs, School of Medicine, Faculty of Health where she developed and delivered postgraduate units within the Leadership and Public Health courses as well as undertaking academic research and consultancies
  • Ten years as a Honorary Research Associate (Adjunct) for the Department of Political Science/School of Government. There she developed and delivered a postgraduate unit on health policy; and provided guest lectures on the topics of policy implementation and evaluation.
  • Three years as a Research Fellow, Centre for Public Management and Policy.

Elizabeth has peer-reviewed articles for the International Journal of Health Policy and Management; the Australian Journal of Public Administration; Australian Health Review; and the Australian Journal of Political Science. She was also an abstract reviewer for the 15th World Congress on Public Health, 2016.

Over the last two years she has been engaged to develop and deliver CARAH Health LEADS – Building Rural and Remote Leadership program in Alice Springs. She presented on this initiative at the 2017 World Rural Health Conference.

Research Themes

Elizabeth’s work relates most closely to the UTAS research theme Creativity, Culture and Society. She has a track record of successfully working collaboratively across disciplines, and with the community, to support a program of insights into individual, group and place-based engagement.

Individual experiences of learning and workplace development

Much of this work has explored the realities of the Tasmanian health and human services workforce. A range of publications have provided insights into how individuals within this workforce experience the transition from service provider to service manager; what they see as intrinsically motivating; and their engagement with part-time postgraduate studies and workplace-based leadership development.

Collaborative experiences of resilience, leadership and change

A deep concern with both organisational change management practices and whole-of-sector policy change processes has been evident in Elizabeth’s publications. From the introduction of multidisciplinary, ‘coordinated care’, to changes in state-wide health and hospital services; or public sector restructure and ‘downsizing’, Elizabeth takes a long-term, systemic approach to extract lessons for an increasingly volatile future. National issues explored in Elizabeth’s work include the development and dissemination of the Australian health leadership framework; it’s relationship to mainstream leadership theory; and its application for rural and remote health leadership.

Social issues: volunteering and ecological sustainability

Elizabeth has led several group research and community engagement projects to do with volunteering, particularly in relation to public and environmental health. The relationship between the University and its community, particularly with regards to developing broader student potential and social awareness, is implicated here.

Description
Research on the motivation to engage and continue volunteering in Tasmania, and the physical and mental benefits of volunteering. It was developed in partnership with Volunteering Tasmania, City of Hobart, Hydro Tasmania and the RACT.
