Professor Keith Jacobs' research focus is housing policy. He is committed to drawing attention to the insidious effects of social inequality and poverty.
Managing the housing crisis in Australia: the threat posed by distorted house prices
Australian house prices are among the highest in the world. For many young people, owning a home has become an impossible dream. An increasing number of Australians won't even be lucky enough to find a suitable place to rent in a capital city, and around 100,000 Australians are unlucky enough to be homeless at this very moment. That number is rising fast. Far too many of us have found ourselves out of luck. The housing situation is dire. What can we do to turn this situation around? How can the government improve housing for low-income families?
Good quality housing is fundamental to the well being of society. Those of us lucky enough to have one, will understand the stability that a sense of home can bring.
In Melbourne and Sydney, record house prices and a shortage of rental accommodation have caused mortgage debt and rents to skyrocket. City living is becoming a luxury that only the wealthy will be able to afford.
'So many Australians are under the false impression that high house prices are a good thing for the economy,' said Professor Jacobs. 'Australian home owners and investors who have worked hard to enter the market don't want to see their investment devalued.'
This perception makes government intervention difficult. What Australia desperately needs is a substantive increase in the supply of low cost housing. The problem is, politicians want their policies to be endorsed by voters. There is large-scale resistance to change. A large boost in affordable housing would lead to lower house prices and also lower rents.
'When house prices are high, mortgage debt and rents are usually high too,' said Professor Jacobs. 'What some Australians don't seem to acknowledge, is that lower house prices would mean less people taking on large debts'
'Instead of spending such a large proportion of their wages on housing, people can buy more goods and services. Consumer spending boosts the economy. Lower house prices eventually would result in a higher standard of living for low income Australians.'
When a population spends the bulk of its income on housing related costs, the economy is adversely affected. When house prices are high, the standard of living is lower.
At the moment, government policy favours homeowners and investors. Negative gearing allowances provide landlord investors with another means to boost their profits. We have a situation where people are paying high rents to landlords, who in turn are able to offset tax liabilities on that income. Governments lacking tax revenue have less income to invest on boosting the supply of affordable housing. The cycle continues.
'Some people would call it a reverse welfare system,' said Professor Jacobs. 'Unaffordable housing means there is less opportunity for young people to find work, they are being pushed further and further out of the city.'
'Some nations such as Singapore provide funds for public housing. They are very competitive economically. Wages don't need to be as high if the median house price is lower, which means unemployment is low as well,' said Professor Jacobs.
By researching and understanding the housing challenges faced by governments, Professor Jacobs is able to make valuable recommendations for change.
'I'd like to see a situation in Australia where no-one is disadvantaged on the basis of whether or not they own their home,' said Professor Jacobs.
'If we want to live in a fairer society where people feel valued, we have to make sure that our nation's housing meets people's needs rather than just boost the profits made by wealthy investors.'
Keith Jacobs is a Professor of Sociology. His research is focused on housing policy and he is currently investigating affordability problems experienced by low-income households in Australia. Professor Jacobs completed his PhD in sociology at Birkbeck College in London. He is the author of over 70 journal articles and publications, including Neoliberal Housing Policy: An international Perspective; The Dynamics of Local Housing Policy and Experience and Migration: Contemporary Perspectives on Migration in Australia. Professor Jacobs is on the international advisory boards of Housing Studies, Housing Theory and Society and The International Journal of Housing Policy. He is currently a commissioning editor for a monograph series titled 'Explorations in Housing Studies' published by Routledge and coediting a handbook on Housing and the Home, that will be published by Edward Elgar in 2022.

Keith has been the lead chief investigator on over 'category 1' 20 grant funded projects. He was associate dean (research) faculty of arts 2006-2012, an ARC Future Fellow 2013-2016 and inaugural director of the housing and community research unit 2002- 2005.

Research Themes
Keith's research aligns to the University's research theme of Creativity, Culture and Society. His research interests cover housing and urban policy, multiculturalism and migration. Currently Keith's research focus is the housing affordability crisis in Australia and the challenges that need to be overcome to establish better outcomes for low-income households. Other projects that Keith is working on include a monograph on the post-war history of housing policy and a sociology textbook titled 'Housing, Home and Society' with Professor Rowland Atkinson. Keith has also collaborated on projects with Professor Jeff Malpas that address themes relating to multiculturalism, experiences of home and belonging.

- Sydney's Medically Supervised Injecting Centre (MSIC) has operated since 2001. Like other supervised injection facilities (SIFs) or drug consumption rooms (DCR), it provides a place where people who inject drugs (PWIDs) can safely inject pre-obtained drugs. Such harm reduction services aim to lower fatal overdose and HIV and HCVtransmission rates, improve PWIDs' health and wellbeing through referral into treatment programs, and increase public amenity and safety by reducing street-based drug use (Hedrich et al. 2010; IWG 2006; NCHECR 2007; Salmon et al. 2007, 2010; Thein et al. 2005). An evaluation of the MSIC (the only service of this type in Australia)confirmed that it 'positively impacts on clients, has a high level of support from local residents and businesses, has not been shown to cause an increase in local crime or drug use and saves at least $658,000 per annum over providing similar health outcomes through other means in the health system' (KPMG 2010, p. ix). Still, challenges exist for SIFs such as the MSIC in delivering harm reduction to the most marginalised and vulnerable of PWIDs.

- What can the conflicts that surface in relation to housing reveal about the social divisions within Australian society and the operation of government? This project will answer this question through an investigation of three major problems that governments have struggled to address: community opposition to new social housing development; housing stress in the private rental market; and the management of a residualised social housing stock. Its findings will provide insights about the efficacy of social policy based interventions.
