Justin Trudeau and the Liberal Party of Canada swept into office with a parliamentary majority in October 2015, with a mandate for more progressive, open government, promising a generational change in priorities. My presentation addresses the story so far in terms of the Trudeau mandate and its limitations.

Dr. Douglas Brown is Associate Professor in the Department of Political Science, St. Francis Xavier University. From 2015-16 he was Interim Director of the Brian Mulroney Institute of Government, and was chair of the department in 2012-15. He obtained a PhD from the University of Melbourne in 2000. Dr. Brown is a Fellow and former Executive Director (1993-96) of the Institute of Intergovernmental Relations at Queen’s University, and has been involved in the practice, research and teaching of federalism and intergovernmental relations for 30 years.
