Dr Grant Williamson is a landscape ecologist and spatial scientist, whose previous research, has included the impacts of mosquito control and climate change on mangrove communities, the climatic and human drivers of wildfires and fire danger across Australia, and the dynamics and human health impact of smoke wildfires and prescribed fires on human health. He completed his PhD at the University of Adelaide, and has worked in Darwin and Hobart, and is currently a post-doctoral fellow for the Centre for Air Quality & Health Research and Evaluation (CAR-CRE).

Biography

Grant completed his doctorate at the University of Adelaide, studying the impact of fine-scaled rainfall regime across a climate gradient on adaption in native Australian grasses. He took up a post-doctoral position at Charles Darwin University in an ARC-linkage project studying the impact of mosquito control measures on mosquito-borne disease on humans, and the ecology of the mangrove swamps in which they breed.

Grant moved to the University of Tasmania in 2008 and took up a post-doctoral position on the ARC-linkage Biomass Smoke Project, continuing his interest in the nexus between human health and ecology, studying the impact of smoke pollution from landscape fire on human health, and developing predictive models for smoke exposure.

During his career at the University of Tasmania, Grant was part of the NERP Landscapes and Policy hub, researching landscape-scale human-ecological interactions in the Australian Alps and Tasmanian Midlands. Grant received a post-doctoral scholarship from the Centre for Air Quality & Health Research and Evaluation at the University of Sydney in 2014 to continue his work studying human exposure to smoke pollution from landscape fires, and now a research fellow working with the NSW Advanced Bushfire Research Hub, developing modelling tools to understand fire history, and how Australian fire regimes and vegetation will shift under climate change.

Research Themes

Grant's research aligns to the University's research themes of Better Health and Environment, Resources and Sustainability, including the increasingly recognized nexus between the fields of human health and landscape ecology.  Grant's current research into biomass smoke aims to improve our estimates of human exposure to the fine particulate pollution produced by landscape fires and wood heater usage. Smoke exposure can have significant impacts on human health for sufferers of asthma and cardio-vascular diseases, and biomass smoke is a significant contributor to atmospheric aerosol load in south-eastern Australia, where humans live in close proximity to vegetation that experiences significant wildfires in the summer, and undergoes prescribed burning to reduce fire risk in winter. In order to better understand the link between smoke exposure and human health impacts, we need improved models of smoke emissions from biomass burning, and smoke transport patterns. Grant is utilizing remotely-sensed data and geospatial modelling methods to improve empirical models of smoke exposure and physical atmospheric transport models, to better inform this epidemiological research.

Grant's research interests also include adapting real-time environmental data sources and the computing cloud to improve ecological and health knowledge. Grant has developed a real-time Forest Fire Danger Index map adopted by the Tasmanian Fire Service, a heat-wave warning system for the Tasmanian Department of Health and Human Resources, and is a lead developer on the Sense-T AirRater air pollution and pollen alert app project.

Collaboration

Grant has previously collaborated with NASA and South Dakota State University on a project understanding the dynamics of fire weather and occurrence using remotely sensed data. He was involved in the Fire and Vegetation team of the NERP Landscapes and Policy Hub, a multidisciplinary project involving the University of Tasmania, the Australian National University, Murdoch University, Griffith University and Charles Sturt University. Grant is currently working on the 'Bushfires, smoke and people' ARC linkage grant, a large project involving the University of Tasmania, the British Columbia Centre for Disease Control, the Bushfire CRC, the CSIRO and a number of state Environmental Protection Authorities. He is also collaborating with the CSIRO and Victorian health authorities in modelling human exposure to smoke from the 2014 Hazelwood coal mine fire.

This project will undertake a desk-top study using Victorian Government data to evaluate the effectiveness of roads, rivers and past fires on stopping bushfires. Project T2-A5: Bushfire risk at the rural-urban interface - EOI (2023 - 2025)$723,748
Description
The project will adopt a multidisciplinary approach to investigate the perceived and effective bushfire risk at the rural-urban interface (RUI). It will integrate three complementary streams, i) community centred/led risk reduction, ii) bushfire behaviour in interface fuels, and iii) innovative fuel management and mitigation strategies, to deliver substantial improvements in community bushfire preparedness through more effective communication strategies and new generalizable approaches for the assessment and mapping of fire hazards on the RUI based around geospatial analyses and empirical measurements. We will leverage on substantial existing investment on the subject made by the ARC (David Bowmans Laureate Fellowship; $3.4m) and Hobart City Council through the Sparking Conversations Igniting Action initiative ($1.7m) as well as an investment made by UTAS in a world-class fire lab facility (pyrotron) to deliver globally relevant and locally applicable transformational change in the way bushfire mitigation is perceived and approached.

The survey will include bushfire questions used in the Tasmanian Population Health Survey 2016, as well as additional questions on bushfire risk perception, planning and preparedness agreed by stakeholders. This will provide valuable data which will enable us to assess longitudinal trends in bushfire preparedness, and will act as baseline data against which to evaluate the success of community engagement programs aiming to improve bushfire preparedness.

Fire risk forecasting in space-time using physics-aware machine learning (2022 - 2024)$485,000
Description
The fire seasons of 2019/20 saw millions of hectares burned in southeast Australia. The events were unprecedented in scale and shared extreme drought and heat as dominant preconditioning factors for unconstrained fire spread. With the likelihood of megafire events projected to increase under climate change, there is growing concern that existing fire management policies, strategies and decision-making structures will no longer be fit for purpose. This project aims to utilize globally available satellite and climate data, including on fire detections, vegetation, topography and climate to develop a physics-aware machine learning model to predict medium-term fire risk for the temperate eucalyptus ecosystems of southeast Australia. Model performance will be validated against the 2019/2020 fires in order to understand whether these fires fit within the bounds of historically-observed fire behaviour. The project will be divided into three work packages; WP1 develops a regionalisation of fire regime with differing parameters for model development, and develops the machine learning model; WP2 automates the machine learning model into an iterative forecast system; and WP3 uses the model to diagnose the drivers and historical context of the 2019/20 fire season.

Nationally integrated air quality forecasting and dissemination - AirRater, AQVx and AQFx (2020 - 2022)$142,050

If Federal funding is secured we will work with CSIRO to roll out a new air quality forecasting system, AQFx, across Australia. CSIRO will provide the AQFx air quality forecast model and UTAS will provide two dissemination tools: AirRater (for dissemination to the public) and AQVx (an integrated visualisation tool for state fire and air quality agencies). How well can we track population exposure to smoke in southwest WA using the AirRaterSmoke smartphone app? (2019 - 2020)$29,200

The AirRaterSmoke app has been developed by a joint Menzies-Biological Sciences team at the University of Tasmania. We have developed a customised version of the AirRater system entitled AirRaterSmoke. This provides communities with access to data on current smoke episodes; provides a tool for individuals to report their health symptoms and; a method to report their perception of smoke impacts. This will be provided to Department of Health Western Australia to disseminate to the public for use during planned burns and bushfires. The legal, technical and administrative framework for public release of Firewatch (2019)$22,355
Description
'Fireboss' is a mobile phone application developed under the Tasmanian Bushfire Mitigation Grants Program 2016 to provide information about bushfire preparation and prevention, and real-time and future risk of bushfires. The app was tested by over 150 users drawn from TFS staff and volunteer brigades, DPFEM, Parks and Wildlife Service and selected community stakeholders across Tasmania. The response from testers was overwhelmingly positive with > 80% of respondents to a post-testing evaluation survey agreeing the app was useful, made it easy to find fire information, and improved awareness of fire danger. The current project will complete the necessary steps to prepare the app for public release. There are four key objectives of this project: (1) Develop operating guidelines, (2) Determine running and support costs and resources, (3) Upgrade and prepare the app for public release, and (4) Establish a framework for ongoing community and stakeholder engagement.

An assessment of the viability of prescribed burning as a management tool under a changing climate - Stage 2 (2018 - 2019)$136,533
Description
Recent research by the ACE CRC suggests there may be fewer opportunities for prescribed burning in the future as autumn and spring become warmer and drier. Changes to vegetation may also need to be considered when planning fuel management. In workshops associated with the research, Tasmanian fire managers identified several aspects that would enhance the research to help them make decisions about the timing of prescribed burning in the future. These are to:i)assess changes in plant productivity throughout the year, to indicate potential changes to fuel growth in the future;ii)further refine the vegetation model to incorporate fire intensity and improve the representation of fuel treatments;iii)model the future distributions of target species and vegetation communities (eg. Athrotaxis, alpine/subalpine communities) that may not persist under climate change;iv)assess combinations of extreme events that may occur simultaneously or successively to influence bushfire behaviour or amplify its severity in the autumn/spring periods.

The UTAS Smoke Lab: A request for CAR to fund essential equipment for an Australian facility for inter-disciplinary air quality research (2016)$17,683

Understanding the global distribution of the tropical savanna biome (2016)$14,016

The aim of this project is to use readily available global satellite-derived datasets of tree cover, fire activityand land-use, to objectively classify tropical vegetation (predominantly into savanna and closed forest classes).I will produce the first map of the Earth's tropical savannas and forests. This new product will be used tovalidate the predictions of the adaptive DGVM (aDGVM) of Scheiter and Higgins (2009) predictions for regionsoutside Africa. This project builds upon an existing collaboration with Prof. Steven Higgins (University of Otago,NZ), a world leader in global vegetation modelling. A $1 million partnership between the University of Tasmania, the Tasmanian Environment Protection Agency, CSIRO, the Australian National University, and the Tasmanian Government's Department of Health and Human Services (DHHS). The AirRater project will build a Tasmania-wide sensor network to measure real-time air quality, and develop a smartphone app to provide individualised alerts to people whose health is at risk from smoke, pollen, heat or pollution. Description
The Hazelwood coal mine fire at Morwell in Victoria lasted 6 weeks. It was an unprecedented event that produced some of the most extreme concentration of PM2.5 ever measured in Australia. The public health response to this was hampered by the paucity of published evidence, particularly concerning the risk of longer term impacts on the health of those exposed. The purpose of the proposed research is to address this gap.
