Kate Crowley is Associate Professor of Public and Environmental Policy at the University of Tasmania. She is widely published on green politics and environmental policy, and has chaired advisory councils such as the Tasmanian Environment Industry Council, the Tasmanian Climate Action Council and the University of Tasmania's Board of Graduate Research. Her books include Australian Environmental Policy: Studies in decline and devolution (with Ken Walker) (1999); Minority government: The Liberal Green experience in Tasmania (2012); Environmental policy failure: The Australian story (2012)(with Ken Walker); and Policy Analysis in Australia: The State of the Art (with Brian Head) (2015).

Biography

Kate has worked as a freelance writer, cross-country ski instructor and secondary school teacher, then in policy officer positions in recreation, youth affairs, public administration, and industrial relations. She is an active applied public policy analyst and established the University of Tasmania's Graduate Program in Public Policy, Diploma of Public Policy and Public Sector Internship Program. She has served as the University of Tasmania's Dean of Graduate Research, Head of the School of Government and Deputy Head of the School of Social Sciences. She is recipient of the Vice-Chancellor of Tasmania's award for Outstanding Community Engagement on climate change and sustainability.

Research Themes

Kate's research aligns with the UTAS strategic themes of Environment, Resources and Sustainability. She is an affiliated researcher with the Institute for the Study of Social Change in the College of Arts, Law & Education in the areas of environmental, political and cultural change and with the University of Tasmania's Future Energy Research Group. She is broadly focused on policy intersections and outcomes in the fields of climate change policy, environmental policy, green politics and policy, and the study of minority governments. She also undertakes election analysis in terms of green politics, analysis of the politics of environmental decision-making, and of the planning and implementation of environmental policy. She has researched the politics of ecological restoration, greener employment opportunities, deliberative democracy and sustainability, state planning, new governance and environmental disputation. Following her interest in improved public policy outcomes, she has undertaken generic policy analysis, at times working with government directly on improved policy advice and outcomes.

Collaboration

Collaborative work includes climate change projects with a focus on political contestation, federal policy, and climate politics in Australia, and comparatively.  Team work led locally by Mark Beeson and Matt McDonald included Peter Christoff, Kate Crowley, Robyn Eckersley, Bruce Tranter, John Mikler, Neil Harrison and Simon Niemeyer, and featured in a special edition of Australian Journal of Politics and History Vol 59:3 2013. Kate has also worked collaboratively on international climate change policy in producing the Australian contribution 'Climate Clever: Kyoto & Australia's Decade of Recalcitrance' in Global Commons, Domestic Decisions: The Comparative Politics of Climate Change and a paper in a special edition of Global Environmental Politics 2007, 7(4). Recent collaboration includes work on risk and resilience; place based service delivery challenges; regional climate leadership in East Asia; comparative climate policy, risk and disaster preparedness; and comparative green parties and politics.

Research Supervision

Associate Professor Kate Crowley has supervised and co-supervised the following PhD projects including: Tasmania's Native Vegetation Policy; High Seas Marine Protected Areas; Climate Change and Environmental Citizenship; 'Soft' and 'Hard' Climate Policy Instruments; Image and Regional Economic Development; Politicisation of the Australian Public Service; Intergenerational Equity and Australian Agri-environmental Policy; the Rise of Public Sector Transparency; Political Mavericks in Australia; Deliberative Democracy Meets Local Government in Australia. She has supervised numerous honours and masters projects in public and environmental policy, Australian politics and policy, and climate change politics, policy and governance in Australia and elsewhere.

Her current supervision includes:

  • Honours projects - the ministerial experience of Tasmanian Greens; and policy learning and Australia's salinity crisis;
  • Masters projects - the implementation of vegetation offset policy; the democratisation of energy; multi-levelled climate governance; and
  • PhD projects- 'unnatural' Green supported conservative governments; and energy policy, climate impacts and overcoming disadvantage.

She is looking for students who are interested in green politics, climate change and environmental policy, and in particular students who may be interested in disaster policy, climate impacts and preparedness, or in studies on the shifting left-right politics in Australia and the role, more broadly, of green and minor parties.
