This framework applies to all contracts with University of Tasmania for the performance of work and services. It is not intended to apply to contracts with University of Tasmania covering consulting services.

Roles and Responsibilities

ensures that the health and safety of staff, students, contractors and the community is protected as far as reasonably practicable from the risks associated with work carried out as part of the conduct of the person conducting a business or undertaking (PCBU) whether the work is carried out by University of Tasmania or contracted to an external party

ensures processes described in this framework are implemented and that agreed metrics from audits, incident and hazards and other data are reviewed to determine contractor WHS performance

  • engages with University of Tasmania teams who engage contractors to provide specialist WHS advice and strategic monitoring of WHS performance management
  • ensures appropriate level 2 assurance activities are undertaken in consultation with Infrastructure Services and Development (ISD) and relevant Contract Managers
  • develops appropriate contractor WHS performance report templates
  • ensures an appropriate kick-off safety meeting occurs before work commences
  • ensures the contractor has been appropriately inducted to both the University’s Contractor Induction and the local area induction
  • provides information to the contractor regarding university risks and controls relevant to the work being undertaken and its location
  • reviews and responds to emerging factors that may affect WHS performance during the project
  • ensures any incidents or hazards arising during the project are reported in MySAFETY and an action plan is entered in consultation with stakeholders
  • implements and manages suitable WHS arrangements for their contractors
  • instructs contractors to cease work immediately should the risk from a work task or situation be so great that serious injury or environmental incident could occur
  • provides two-way open communication with contractors
  • ensures all contractors work safely and issues are escalated and reported as per instructions in this framework
  • follows all instructions including the use of forms and filing requirements contained within this framework
  • undertakes progress meetings with contractors at an appropriate frequency
  • provides reasonable assistance to WHS team
  • ensures appropriate level 1 assurance activities are undertaken in consultation with the WHS team
  • gathers contractor performance data from relevant providers to enable appropriate contractor WHS performance reporting
  • takes reasonable care for their own health and safety and that of other workers
  • completes any action assigned within the defined timeframe
