Introduction

HPP411 Policy Development examines the central approaches to understanding the policy process. Key phases of this process will be explored including the initiation, development, implementation, evaluation and analysis of public policy. Difficulties and ambiguity inherent within political decision-making will also be analysed with reference to contemporary policy design. Relevant Tasmanian and Australian case studies may be considered, as well as global examples. During the course we will read Studying Public Policy by Howlett et al (Oxford University Press).

  1. Research and discuss aspects of policy development showing an awareness of the key conceptual difficulties, theoretical perspectives and debates in the field of governance and relate theoretical perspectives and debates about governance to real world examples.
  2. Demonstrate an awareness of and critically reflect upon the complex and dynamic relationships between political actors and institutions at the local, national and/or international levels of policy development.
  3. Demonstrate an academic critical capacity and development of balanced argument and evaluation.
  4. Apply referencing and style conventions as appropriate.
