Each site is an official publication of the section that maintains it, and comments should be directed to that area. All people should be exposed to the same information content regardless of how the information is made available, provided that they have the inherent capability to comprehend the information. If Internet content is presented in a way that implies that different modes of delivery have equivalent content and this is found not to be the case:
