Regional communities’ access to mobile, internet and TV services will be the focus of a new study to be led by the University of Tasmania.
Media and Communication researcher Dr Claire Konkes will oversee the Flags to Fibre project, a collaboration with Monash University, using the Tasman Peninsula as a case study for regional communities nationwide.
The area is just over an hour’s drive from Hobart and is home to one of Tasmania’s most popular tourist destinations, Port Arthur.
“Despite its iconic status and proximity to the capital, its community continues to face ongoing challenges with mobile coverage, internet access, and free-to-air television services,” Dr Konkes said.
“These issues have created a growing sense of frustration among residents, with many feeling left behind by Australia’s rapidly evolving communication systems.”
The project will examine all facets of telecommunications, including mobile network coverage, internet speed and reliability and access to free-to-air television services.
“We’ll also explore how these services intersect with daily life, local business, emergency response, and social inclusion,” Dr Konkes said.
“By listening to Tasmanian stories, researchers can develop evidence-based recommendations that are grounded in community experiences and priorities.”
Researchers will collaborate directly with the local community, supported by the Tasman Council and the Australian Communications Consumer Action Network, ACCAN, the peak body for telecommunications users.
“By listening to residents, visitors, service providers and policymakers, this research aims to guide future telecommunications policy,” Dr Konkes said.
“The findings will not only support improvements in Tasmania but also serve as a model for addressing similar challenges across regional Australia.
“Ultimately, the goal is to ensure telecommunications policy is used to build more equitable, resilient and connected communities.”
The findings of the study will be delivered in June 2026.
