Advanced Police Operational Command HSP405
Introduction
Critical incidents and emergencies are often dynamic in nature, requiring operational commanders to develop and adapt response plans as incidents and emergencies unfold over time. Police leaders are responsible for commanding the policing response at critical incidents and emergencies within the constraints of relevant legislation and Victoria Police policies and accepted practices. This unit engages students in the higher order decision making skills and capabilities required of operational policing in an increasingly complex social, cultural and economic environment. Police work collaboratively with stakeholders and other emergency management agencies to build resilient communities and respond appropriately when required through command, control and coordination principles. Students will engage with assignment work grounded in critical reflection and decision making around policing critical incidents in ways that will synthesise their performance and the issues facing police today.

Learning Outcomes
- apply theoretical and practical knowledge in leading the police response and recovery to a critical incident or emergency.
- establish and manage a police operations centre pursuant to incident command and control system (iccs) principles.
- develop an incident action plan in response to a critical incident or emergency.
- lead and/or participate in incident management team (imt) and emergency management team (emt) meetings including operational briefings.
- demonstrate your knowledge and ability to exercise effective judgement and decision making relating to critical incidents and emergencies.
- establish and implement effective communication processes to facilitate the flow of information including managing media at a critical incident or emergency.
- evaluate, review and debrief the police response to a critical incident or emergency.
- communicate in forms such as operational plans, briefing papers, debrief reports, and essays at a level commensurate with a victoria police manager.
