International Human Resource Management JNB513



The aim of this unit is to explore HRM and employee relations concepts, themes, policy and practice within an international context. To assist your study of IHRM, this unit is divided into six sections.

Modules 1 and 2 introduce the international environment of human resource management and explore the influence of different types of international organisation structures on the HRM function.

Modules 3 and 4 consider the international staffing policies and the four major staffing approaches. They then examines recruitment and selection issues associated with staffing international operations.

Developing the employment relationship is the focus of Modules 5-7. Employee development is achieved by providing training to employees to enhance their career and other opportunities in the organisation. In these modules we also discuss the management of expatriate assignments in terms of issues such as cultural awareness programs and family-related matters. Additionally the challenges of repatriation are examined. Since many of the employees in a host country operation are host country nationals, these modules also considers the extent to which the HRM function can be localised and considered from a host country perspective.

The many methods of compensating employees in line with performance appraisals are the focus of Modules 8 and 9. We will examine the many complex issues associated with compensation packages for expatriates and explore the question of fairness of expatriate compensation in relation to host country national compensation.

Modules 10 and 11 introduce employee relations matters and legal considerations when attempting to maintain the employment relationship. These matters are included because it is of vital importance that the responsibilities and legal obligations associated with employing persons in both home and host countries are understood.

Finally, in Module 12, we identify trends and issues in IHRM. Not surprisingly, we give some attention to the issues of safety and security of expatriates and their families and business ethics, but we also consider the manner in which international organisations might meet their staffing needs in the future.
